- General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF. Specifications will be available in Adobe PDF format. Drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be issued. Proposed Issue Date: July 28, 2003. Title of Project: Southside Stabilization and Utilities Description: Ellis Island is a 28-acre U-shaped island in New York Harbor comprised by what are referred to as Islands 1, 2 and 3, with Islands 2 and 3 collectively referred to as "Southside." The site lies in both New Jersey and New York. The site's national significance relates to its major role during America's mass immigration period of 1892-1954. Package 001B is meant to further overall stabilization for Southside's ca. 250,000 square feet of historic structures with the intent being to ensure structurally stable, weather tight building envelopes to ensure the buildings' continued preservation for eventual rehabilitation and adaptive use. Most of the buildings on Island 2 have already undergone stabilization work similar to the work of this contract. Work will consist of, but not limited to: removal of vegetation growing within the building interiors and roofs including trimming tree limbs directly and adversely impacting the buildings, removing interior non-sensitive debris, selective tile roofing removal, sheathing replacement and tile replacement, performing selective masonry repairs to prevent failure, replacing missing or deteriorated gutter sections and lining all existing, sound gutters, installing new gutter downspouts, performing selective roof and lintel structural stabilization, abating hazardous materials as required to perform roof and window repairs, and additional selective hazardous material abatement of asbestos-containing pipe lagging and the selective scraping of loose, deteriorated lead-containing paint. Package 002 is meant to extend recently-installed utilities from the Ferry Terminal Building to Island 3 and will consist of, but not limited to: extend existing domestic and fire protection water, H/AC steam, chilled water and condensate lines, provide a new force main sanitary sewer line and new gravity lines beneath the Ferry Terminal Building for connection to the adjacent manhole-gravity sanitary system, provide building fire protection and housekeeping lighting, and selective fire detection on Islands 2 and 3. Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The Government will consider an offeror's technical capability in comparison to its price. This project is a total HUB-Zone set-aside. Estimate price Range: $2,000,000 to $3,500,000. Time for Completion: Approximately 540 calendar days. Proposal receipt date is approximate, the actual date will be established at the time the proposal documents are available. All responsible sources may submit an offer that will be considered.
