Description
NA Overview The TARDEC Mobile Robotics Laboratory is seeking a self-contained fuel cell system to power the ODIS (Omni-Directional Inspection System) robot for a ten to twelve hour run on a single refueling. We know of no commercially available fuel-cell system meet ing our functional requirements, so we believe that such a system will need to be developed and demonstrated. The purpose of this sources-sought announcement is to determine whether a development and demonstration project is feasible, and to identify pote ntially interested and available sources. This announcement is not a solicitation, or a guarantee that a solicitation later will be issued. However, depending on responses received to this announcement, we currently contemplate that a solicitation may be issued in approximately the Sep 03 timeframe, (a) WHAT: The fuel cell system must-- --provide continual power for a minimum of 10 hours and an objective of 12 hours, at the output levels identified in the table below --be able to fit in the space of a standard SINCGARS Radio Battery (Bren-Tronics???? Model BB-390B/U), 4.40 inches x 2.45 inches x 5.00 inches. --necessitate no more than small modifications to the ODIS body, for purposes of integrating the fuel-cell system. Note, however, that we are not interested in fuel-cell systems whose integration into the ODIS robot would increase the overall height of the robot which is 3.75 inches tall with a 0.5 inch ground clearance. The overall weight of the fuel cell system should not exceed 10 pounds. (b) WHEN: We would like to have at least one prototype fuel-cell system produced and available for testing by December 01, 2003, with a quantity of 10-20 prototype systems produced not later than 31 Mar 2004. (c) AVAILABLE BUDGET: The project should not exceed $300,000.00, which should include research costs as well as cost to fabricate 10-20 prototype units by 31 Mar 2004. Background and System Requirements: The ODIS is currently powered with a 12 V battery (Bren-Tronics ???? Model BB-390B/U) that has a typical run time of approximately 1 ???? hours. The ODIS systems?????? power requirements are presented in Table 1. It is desirable to have a 50% surplus po wer availability capability. Please include estimate s for (i) the overall cost (both research and prototype production), (ii) time needed for performance, and (iii) your assessment of the risks involved.
