Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ) under the number FA4452-03-Q-A207. This document and incorporated provisions and clauses are those in affect through Federal Acquisition Circular 2001-14. The North American Industry Classification System (NAICS) code for this acquisition is 334220. The AMC Contracting Flight plans to issue a purchase order under the test program described in FAR 13.5 for the contractor to accomplish the following: The contractor shall provide eleven (11) Brand Name or Equal sets of the following: Base Station Package consisting of Motorola XTVA Transportable Base Station, P2061, qty 2 and Mic Cord Extension, H143ABSP, qty 2 and Portable Vehicle Adapter consisting of Motorola XTVA Transportable Base Station, P2061, qty 6 and Mic Cord Extension, H143ABSP, qty 6. The transportable base station must be compatible with Motorola XTS 5000 radio operating on 136-174 MHz frequency with encryption; components must fit into 21?x 13? x 7? suitcase, have closed case operation capability, operate on AC or DC power input, provide a minimum of 35 Watts VHF (136-174 MHz ) output, detachable speaker, radio charge capability (3 hr charge rate), accepts all tri-chemistry Ultra-High-Capacity battery types, standard headset jack, standard headphone jack, surveillance ready (tape record jack). The portable vehicle adapter must be compatible with Motorola XTS 5000 radios operating on 136-174 MHz frequency with encryption, operate on vehicle ?s 12-volt battery system, include connections for vehicle antenna, mobile microphone and external speaker, rapid charge and trickle charge capabilities (3 hr charge rate), be compatible with multiple battery types (NiMH, NiCD, Li lon), and include quick (one hand) radio insertion and release capability. Total cost includes shipping and handling. Desired delivery of one set each is to be no later than 60 days after award of the Purchase Order to the following locations: Andrews AFB MD, Charleston AFB SC, Dover AFB DE, Fairchild AFB WA, Grand Forks AFB ND, McChord AFB WA, McConnell AFB KS, McGuire AFB NJ, Pope AFB SC, Scott AFB IL and Travis AFB CA. Specific locations will be shown on the purchase order and are available upon request prior to award. The provision at 52.212-1, Instruction to Offerors ? Commercial, applies to this acquisition. Award will be made to the offeror providing the lowest total aggregate price meeting the stated requirement for all line items. Offerors are required to submit a completed copy of provision 52.212-3, Offeror Representations and Certification ? Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders ? Commercial Items, applies to this acquisition, with the following clauses: 52.222-21 Prohibition of Segregated Facilities (FEB 1999); 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Affirmative Action for Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans (38 U.S.C. 4212); 52.222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans (38 U.S.C. 4212), 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration (31 U.S.C. 3332). The clause at 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (NOV 2001) applies to this acquisition. FAR 2.211-6 Brand Name or Equal (Aug 1999), and FAR 52.214-21 Descriptive Literature (Apr 2002) also apply. This is a DO rated order under the Defense Priorities and Allocations System (DPAS).
