Description

Repair PMEL Facility, Bldg 707, Charleston AFB, SC 29404: This project will make necessary repairs and renovations to include, but not be limited to: demolition, site work, roof replacement, structural seismic upgrade, exterior brick veneer, new doors, interior walls and finishes, new HVAC system and new electrical service. This project will be between $1,000,000 and $5,000,000. NOTE: While funds are not presently available within Air Mobility Command to fund this project, we anticipate funds will become available by 18 Nov 03. If current fiscal year (FY03) funds become available, contract awards will be made no later than 30 Sep 03. If FY03 funds are not available, this project will be funded with FY04 funds. We expect to have FY04 funds by 18 Nov 03. This action is being considered for 100 percent set-aside for HUBZone small business concerns. Interested HUBZone small business concerns should indicate interest to the Contracting Officer, in writing, as early as possible but not later than 25 Jul 03. As a minimum, the following information is required: (a) a copy of the certificate issued by SBA of your qualifications as a HUBZone concern; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of the recent experience in work similar in type and scope to include contract numbers, project titles, dollars amounts, and points of contacts and telephone numbers; (d) evidence of bonding capability to the maximum magnitude of the project to include both single and aggregate totals; (e) DUNS and Cage Code. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested may result in a contractor not being considered as an interested HUBZone concern. If adequate interest is not received from HUBZone concerns, the solicitation will be issued as unrestricted without further notice. Therefore, replies to this notice are requested from all business concerns as well as from HUBZone concerns. The applicable North American Industry Classification System (NAICS) code is 236210 with a small business size standard of $28,500,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. It is anticipated the solicitation will be issued electronically on or about 30 Jul 03 on the Federal Business Opportunities web page at http://www.eps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award.
