Description
This notice is to delete Synopsis Notes 22 and 26 below and to delete Local Note "B" below. *********************************************************************** This is a synopsis for an Indefinite Delivery-Indefinite Quantity for Main Landing Gear Down-lock Hydraulic Actuating Assembly applicable to the C-5 Aircraft. Buyer requests that this contract cover a period of five years for order from date of issuance of contract. Maximum contract is quantity is 84. Initial contract order is 32 each. Contract order minimum for each out-year is 1 each and the maximum order for each-out year is 13 each. NSN: 1650-00-236-4997UC; NOUN: Main Landing Gear Down-lock Hydraulic Actuating Assembly; P/N: 6A111 for Cage Code 82829 or P/N: 4H90232-105A for Cage Code: 99897. Size/Dimension: Length: Extended Approx. 10.75 in., retracted Approx. 7.5 in. Tech Order: 1C-5A-4-1 Fig. 233 Ind. 41; Repair Tech. Order: 9H2-2-87-3. Form/Fit/Function: With the gear in the fully extended position, the gear down LOCK/UNLOCK cylinder hydraulically locks the gear side brace assembly overcenter linkage. Upon retracting, unlocks the side brace overcenter linkage. Predominant Material of Manufacture: Aluminum Alloy and Steel. DELIVERY: 10 each 180 days after receipt of order with 10 each to follow every 10 days after initial delivery. The approximate RFQ issue date will be 18 April 2003 with the approximate response date of 16 May 2003. RFQ will be available at www.fedbizopps.gov only. No telephone requests. Only written or faxed requests received directly from the requestor will be accepted. This procurement will use the Red/Yellow/Green (RYG) Program in the evaluation of past performance. This is a limited source procurement, per USC 2304(c)(1) to: Allen Aircraft Production, Inc., Cage Code 82829; P/N: 6A111; and Lockheed Corp Lockheed Georgia Co., Cage Code: 99897; P/N: 4H90232-105A. JUSTIFICATION: Supplies (or Services) required are available from only one or a limited number of responsible sources and no other type of Supplies or Services will satisfy Agency requirements. Specifications, plans, or drawings related to this procurement are incomplete or not available and cannot be furnished by the Government. All responsible sources solicited may submit a bid, proposal or quotation, which shall be considered. See Notes 22, 26, and WR-ALC CBD Note B below. 22. The proposed contract action is for Supplies or Services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days, if award is issued under an existing Basic Ordering Agreement) after date of publication of this synopsis will be considered by the Government. As determination by the Government not to complete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 26. Based upon market research, the Government is not using the policies contained in Far Part 12, Acquisition of Commercial Items, in its solicitation for the described Supplies or Services. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government?s requirement with a commercial item within 15 days of this notice. Note B: All potential offerors should contact the Buyer/PCO identified above for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the Contracting Officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate Govern-ment personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
