Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Purchase Request number F1GPL131900100 is being issued as a Request for Quotation (RFQ). This document incorporates provisions and clause that are in effect through FAC 2001-14, effective 23 May 2003. This acquisition is 100% set-aside for small business. The NAICS Code is 339111 and the small business standard is 500. The Government intends to award one contract with seven (7) Contract Line Item Numbers (CLINs) for the procurement of two (2) polypropylene wet benches with vertical laminar flow for use in a class 100 clean room facility used for the fabrication of thin film devices and circuits for use at Hanscom AFB, MA. The vertical flow wet benches will have the following requirements: Bench 1: 2 16x10 sinks, 4 goosenecks (2 city water, 2 DI), 3 teflon DI water guns, 3 N2 spray guns, 2 duplex electrical outlets; Bench 2: 1 cutout for Headway PWM 32 spinner, 1 20x7 sink, 1 16x10 sink, 4 goosenecks (2 city water, 2 DI), 2 N2 spray guns, 2 teflon DI water guns, and 2 duplex electrical outlets. Diagram available upon request. Both benches will also include: plexi partition dividing upper work area, fire-retardant polypropylene construction, lower vented storage with divided partition, plenum flush, amber lights, two piece construction, perforated work surface, double hinged face shield and work surface layout according to design. The line items are as follows and are all 1 EACH: Item No. 0001, Clean Bench Vertical Laminar Flow; Item; No. 0002, Upgrade Price for Item No. 1 (Fire retardant polypropylene face shield stays polycarbonate); Item No. 0003, UL approved listing when items 1 and 2 are together; Item No. 0004, Clean Bench Vertical Laminar Flow; Item No. 0005, Upgrade Price for Item 1, fire retardant polypropylene, face shield stays polycarbonate; Item No. 0006, UL approval listing when Items 4 and 5 are together; and Item No. 0007, Estimated Shipping - F.O.B. Destination. Quotations that do not include prices for all of the items will not be considered. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial. Evaluation-Award will be made to the responsible Offeror whose offer is the best value to the Government, considering technical acceptability, price, and past performance. Offerors are required to submit at least three references for evaluation of past performance of same or similar items. Technical acceptability and price, when combined are significantly more important than past performance. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (all offerors shall include a completed copy of this provision with their quote); FAR 52.212-4, Contract Terms and Conditions-Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items, in paragraph (b) the following clauses apply: FAR 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.232-33. Also included are DFARS 252.204-7004, Required Central Contractor Registration, 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, in paragraph (b), the following clause applies: DFARS 252.225-7001 and 252.225-7002,Qualifying Country Sources as Subcontractors.
