Description
Project Title: Propulsion System Malfunctions Point of Contact: Phyliss Schlegel (609) 485-4380 Description of Requirement: The Federal Aviation Administration's (FAA) Propulsion and Fuels Systems Research Branch (AAR-460) of the Aircraft Catastrophic Failure Prevention Program requires continued research and development of propulsion system malfunctions. The Boeing Company is considered to be the only source for this work, which follows Phase I work completed under FAA contract DTFA03-01-C-00032. Boeing's proprietary in-service incident data and their unique expertise on the aircraft systems under study make them uniquely qualified. Boeing is the holder of the high-resolution flight test and accident recorder data, and is the integrator of warnings, cautions and annunciations into the airplane. General Task Listing: Propulsion System Malfunction Detection Requirements Derived from: a) propulsion system requirements; b) crew operation requirements and c) new indication concept requirements Identification of a set of potential detection strategies for use in propulsion system Technology risk assessment and down selection of strategies Development Plan, including demonstration and validation Contractor Qualifications: Due to the complex and comprehensive nature of the work, the contractor must possess or have access to proprietary incident data. The contractor must have in in-depth understanding and expertise in engine manufacturing and experience in working with the FAA on safety and regulatory issues. The contractor must be a recognized leader in the aviation community for aircraft safety by: serving on thefully cognizant of Research and development (R&D) activities within the FAA and industry, particularly those pertaining to propulsion malfunction. participating in aircraft safety related conferences (e.g. Aging Aircraft Conference) as a speaker, chairman, and or a member of the organizing committee.In addition, the contractor must have the infrastructure in place for this work including all equipment and manpower. This includes, but is not limited to:access to resources and facilities, such as state-of-the art flight simulators, to perform all research tasks. A competitive solicitation is not available for this procurement. If your company does not agree with this single source determination, please provide evidence of requisite capabilities, equipment and experience in providing similar research service for FAA to evaluate.
