The government is interested in obtaining information from industry regarding Commercial Off-The-Shelf (COTS) availability of an Automated Data Capture (ADC) device for collecting and processing aviation fuel sales and credits information using the U.S. Government Aviation Into-Plane Reimbursement (AIR) Card. The ADC device shall be subject to a six month field test period to be conducted by the 12th Aviation Battalion at Davison Army Airfield (DAAF), Fort Belvoir VA, upon determination by the government that the ADC device satisfies the following minimum environmental, design, reliability, maintainability, and safety performance requirements. Environmental Performance Requirements: The ADC device shall be capable of performing to limits specified in this performance specification and shall withstand the pressure, temperature, and other environmental conditions likely to be encountered where installed and operated at DAAF. Design Performance Requirements: The ADC device shall operate as a ruggedized portable hand held terminal capable of being held in one hand and operated with the other hand. The ADC device shall include an integrated magnetic stripe card reader and printer. The ADC device shall be capable of operating on battery power and shall not require any manner of cabling to support battery power and/or printing operation. The ADC device shall provide an alternate manual data input feature. The ADC device shall be designed in a fashion to avoid any alteration or replacement of configured fueling system and equipment components. The ADC device shall be adaptable to future upgrades and expansion to the DoD Fleet Card, other American National Standards Institute (ANSI)/International Organization for Standardization (ISO) 7813 compliant magnetic stripe cards, Radio Frequency Tag, Vehicle Information Link (VIL) keys, and so forth. The ADC device display shall be illuminated and shall be easily readable in both daytime and nighttime conditions. Reliability Performance Requirements: The ADC device shall enable accurate accounting of dispensed petroleum products by automatic capture of quantities, temperature corrected to 60 degrees Fahrenheit. The ADC device shall detect failed system components and shall notify the operator of failures. The ADC device shall be capable of accepting ANSI/ISO 7813 compliant magnetic stripe cards. The ADC device shall detect erroneous transactions through validity checks to include verification of correct card type, expiration date, and other pertinent data prior to commencement of a fueling operation. Only magnetic stripe cards that pass the ADC device validity checks shall be accepted. The ADC device shall be capable to automatically store completed transactions in a prescribed format and electronically download transactions from the hand held device to a government Personal Computer (PC) by use of non-proprietary industry standard processes. The ADC hand held device shall be capable to print multiple copy receipts at point of sale and shall be capable to re-print any or all of the transactions resident in memory storage. The ADC device shall deliver ASCII data file output, comma-delimited, and other formats such as Extensible Markup Language (EML). Maintainability Performance Requirements: The ADC device shall conform to Line Replacement Unit (LRU) design for simplified replacement of system components. Safety Performance Requirements: Operation of the ADC device is performed in a highly volatile fuel environment near aircraft and the ADC device shall, therefore, be compliant with National Fire Protection Association (NFPA) Standard 407 - Aircraft Fuel Servicing, NFPA Standard 70 ? National Electrical Code, and military services Fuel Servicing Safety Zone (FSSZ) restrictions. The ADC device and all components thereof shall be safety certified for operation within hazardous fuel environments. Accordingly, the ADC device shall be approved by Underwriters Laboratory (UL) or equivalent, the Committee for European Electrotechnical Standardization (CENELEC) or equivalent, the Factory Mutual (FM) USA or equivalent, and the Canadian Standards Association (CSA) or equivalent. The ADC device shall be installed and/or operate in such a manner that does not interfere with existing fuel system and equipment safety systems such as emergency shutoff systems, as well as operational pumping/valve systems. No solicitation currently exists, therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. Industry respondents that have capability to fulfill the above stated requirements are invited to provide both commercial market and company information to contribute to this market survey/sources sought notice.
