- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. Solicitation number ROBERTS001 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. This solicitation is 100 percent set-aside for Small Businesses and is under North American Industry Classification System Code 811213, with a small business size standard of $5 Million. Hurlburt Field intends to have a contractor furnish and install the following Motorola items, no substitutions or equal items will be considered: (1) FWC2810 10 Tier Voice and Siren Array, quantity 1EA; (2) FWC289 9 Tier Voice and Siren Array, quantity 1EA; (3) FWC285 5 Tier Voice and Siren Array, quantity 3 EA; (4) FWC232BAS RS232 Connection, quantity 5 EA;(5) FWC685 Lt MTS2000 Trunked Radio, quantity 5 EA; (6) FWCALRM Intrusion Alarm, quantity 5 EA;(7) FWC480MB Pre-Recorded Message Boards, quantity 12 EA; (8) FWCMPRG Music Recording, quantity 12 EA;(9) FWCUPGR Upgrade 7 existing sirens to digital music, quantity 7 EA; (10) FWCANT Antenna systems, quantity 5 EA (11) FWGRDRD Ground rods and hardware kit, quantity 5 EA; (12) FWC Battery, deep cycle, quantity 14 EA;(13) Ground system IUnstallation, quantity 5 EA; (14) Top mount lightning rod, quantity 5 EA; (15) Installation of 60’ class 1 poles and siren arrays, quantity 5 EA; (16) Installation and wiring of siren control boxex and antennas, quantity 5 EA; (17) FWCSAM Siren activation monitoring software, quantity 2 EA; (18) FWC747 18 Function back up encoder, quantity 1 EA; (19) FWC232MA RS232 Connection for software and encoder, quantity 3 EA; (20) FWC685 Moscad Lt MTS2000 Trunked Radio, quantity 3 EA; (21) FWCANT Antenna System, quantity 3 EA;(22) Moscad programming toolbox, quantity 1 EA; (23) Encoder Installation, quantity 1 EA; (24) SAM Software Installation, quantity 2 EA; (25) Radio and antenna installation, quantity 3 EA; (26) FWC2010 Mobile Command W Radio and cig. lighter adapter, quantity 1 EA; (27) System Integration, quantity 1 EA. Required delivery shall be on or before 30 days after receipt of award. Place of delivery shall be 16 CS/SCML, Hurlburt Field Florida 32544. The following clauses and provisions are hereby incorporated either by reference or full text and are to remain in full force and effect in any resultant purchase order: FAR 52.212-1, Instructions to Offerors - Commercial Items (OCT 2000). It applies to this acquisition and is amended to read: FAR clauses and provisions can be located via the Internet at: http//: www.farsite.hill.af.mil. Submit signed and dated quotations on company letterhead or quotation form. The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. FAR 52.212-2 (Jan 1999), Evaluation-Commercial Items is included. The award will be made to the lowest evaluated cost (price) offer that meets all the minimum mandatory criteria in the solicitation; meaning the lowest offer which submits a proposal on the requested brand name Motorola equipment. Each offeror shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications Commercial Items (July 2002), with the quotation. Submit signed and dated offer to: Department of the Air Force, 16 CONS/LGCY, Attn: Rob V. Roberts, 350 Tully Street, PO Box 9190, Hurlburt Field FL 32544-9190 at or before 1600 (4:00 PM Central Standard Time), 22 July 2003. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2002), applies to this acquisition with the following addendum: DFARS 252.204-7004, Required Central Contractor Registration (Nov 2001). The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (Apr 2003), applies to this acquisition and is incorporated by reference. The clause at FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332) (May 1999) applies to this acquisition and is incorporated by reference. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items (JUN 2003) applies to this acquisition and is incorporated by reference. A Firm-Fixed-Price Purchase Order will be issued in writing. All questions must be in writing and may be faxed to (850) 884-5372. All answers to questions will be posted on EPS.
