- Description
- The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to solicit on an other than full and open competition basis, for a web Based Browser in support of NAVICP Philadelphia and NAVICP Mechanicsburg. Request for Quote N00140-03-Q-1689 contemplates a Firm Fixed Price type contract for a base year of one year, with two one-year options. The base year is 01 Oct. 2003 to 30 September 2004. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Information Handling Services since they are the only source with the capability of satisfying the government’s requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within forty-five days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for information received. The NAICS code is 541511 and the small business size standard is $21 million. Numbered note 22. Web based delivery of all information on a 24 hour/7 day basis. All information shall be available through user entry into a single website, and be Navy Marine Corps Intranet (NMCI) compliant. 2. All information provided over the web must be licensed for distribution to the user. Licensing is required for two geographic sites: NAVICP Philadelphia and NAVICP Mechanicsburg. 3. Real time instantaneous availability of all information with full print and download capability of all documents. 4. In addition to web based delivery of all information (not in lieu of web based delivery), optional CD-ROM delivery for Non-Government Standards which are not DoD adopted. CD-ROMs must be updated and delivered to the customer on a regular basis (every one to two months). Products: 1. Indexing, searching capability, and help screen for all web based data. 2. U.S. Military/Government Specifications. All active and historical documents, including: Military Specifications and Standards, Federal Specifications and Standards, Performance and Detail Specifications, Commercial Item Descriptions, Qualified Product Lists, Military Handbooks, MS Drawings, and all DoD adopted Non-Government Standards. 3. Naval Instructions. 4. Naval Directives. 5. DoD Directives. 6. Training on an as-needed basis for all products. The provisions at 52.212-1, 52.212-3, 252-212-700 applies to this acquisition. The clause at 52.212-4, Contract Terms and Conditions –Commercial Items, applies to this acquisition. The clauses at 52.212-5 and 252-212-7001, Contract Terms and Conditions Required to Implement Statues or Execute Orders-Commercial Items, apply to this acquisition, with the following clause checked as applicable: 52.222-2, 52.222-35, and 52.222-36.
