Description
FOR INFORMATIONAL PURPOSES ONLY: N68335-03-R-0145. The Naval Air Warfare Center Aircraft Division Lakehurst, intends to enter into negotiations on a non-competitive basis for 160 each, Intermodal Shipping container (ISO) Lift Adapters, part numbr AD02001C-1TZ, from Tandemloc Inc, P.O. Box 279, Havelock, NC 28532. Delivery is required within 160 days. These units are an interface component of the Complexing/Decomplexing Tool to move Intermodal Shipping containers. The Lift Adapter is the interface between the jacks used to provide lifting, and the Intermodal Shipping container that is being lifted The ISO Lift Adapter is a proprietary product produced by Tandemloc, Inc, an Original Equiment Manufacturer of ISO container handling equipment, including lifting devices, moving devices, and locking devices. The Navy does not own sufficient data to compete this procurement. This contractor has the only known Lift Adapter that can meet the interchangability of parts, and the unique locking mechanism requirements. The government intends to procure these units under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The government does not own data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal which may be used by the government in determining whether or not to conduct a competitive procurement. Responses should reference N68335-03-R-0145. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. The Navy anticipates the awards to be firm fixed price, using simplified acquisition procedures for commercial items, using oral request for quote. The anticipated award date is 28 April 2003. No solicitation package will be available for this procurement.
