Description
The requirement is for the purchase of an Environmental Monitoring System (EMS). The Air Force requirements for this item is that it be capable of monitoring and recording temperature and humidity in all of the separate rooms in each PMEL (Precision Measurement Equipment Laboratories) that require Environmental Monitoring in order for the laboratory to pass certain environmental certifications. The EMS shall take the place of standalone chart recorders. The EMS is a paperless datalogger that shall have remote probes for measuring temperature and humidity. The EMS shall have a temperature accuracy of +/-0.5degree F or better and the EMS shall have a humidity accuracy +/-% RH or better. The EMS shall have internal data storage and the capability of being connected to and downloading its stored data on a government supplied PC using a contractor supplied software application. The EMS shall have graphical and tabular displays of both humidity and temperature in real time, simultaneously. Also, while showing real time data, it shall continue to record data. It shall also have some type of alarm when the lab is out of a user-selected set tolerance. The EMS shall have internal battery power to store data points in case unit is taken off AC power due to outages or using it at an off site location. The complete requirements are described in the AFMETCAL purchase description. The purchase description will be a part of the solicitation package. This will be a commercial solicitation utilizing simplified acquisition procedures under FAR Part 12 and 13. A technical proposal will be required with the solicitation response. The basic quantity is for 205 each with extended five year warranty and data in accordance with DD Form 1423s. There is a FY04 Option for a quantity of 1-130, FY05 Option for a quantity of 1-130 and FY06 Option for a quantity of 1-100. Delivery shall be FOB Destination to AFMETCAL Det6 1, Heath OH 43056-6116. The solicitation is anticipated to be issued on 30 Apr 03 with a closing date of 30 May 03.
