- This is a combined synopsis/solicitation for firm-fixed price commercial services. This announcement constitutes the only solicitation. Proposals are being requested for the "Web-Based, Hosted, Filtered Email Account Services" to be provided to approximately 24,00 K through grade 12 students and 2000 faculty DoDDS Pacific area, DoDDS Pacific is the DoDEA component and responsible for supporting the DoDEA mission in Korea, Okinawa and mainland Japan. This service must provide zero advertising, must be compliant with Title XVII of Public Law 106-554 (Child internet Protection Act {CIPA}), Section 1703 - Definitions. The contractor shall provide all necessary personnel supervision, management, materials, services, equipment and facilities required to perform the services according to the Performance Work Statement (PWS) at the locations specified the PWS. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Therefore, the offeror's proposal should contain the offeror's best terms from a price and technical standpoint and valid for 60 days. The period for this requirement will be Base year plus two (2) one-year options, total of three (3) years and estimated to be awarded on or about 15 July 2003.
