- NAICS Code: 54161 Provide Effeciency Study of Management Division, US EPA, Dallas, Texas in accordance with the Statement of Work. This acquisition will be made as a "BEST VALUE" to the Government and will be evaluated as follows: Each technical factor are weighted more important than price. Technical factors are listed in order of importance. Technical Evaluation Factors: 1. Submission of written plan that exhibits contractor's through understanding of scope of work. Provide detailed plan to achieve scope of work requirements, methodology and milestones. 2. Provide professional expertise, certification for human resources in performance based organizational management studies. 3. Experience as a government or non-government professional in performance based organizational management studies. Provide two or more examples of studies to show consultant's past performance record of similar services to meet short time lines. 4. Educational background-degree in human resources, organizational development, psychology and business. 5. Provide at least 4 recent references for similar services performed.
