Description
The United States Marine Corps (USMC) intends to issue a sole source purchase order to Pearson Engineering, Ltd. (PEL), Wincomblee Road, Walker, New Castle upon Tyne, NE6 3QS, England to acquire High Lift Adapter (HLA) kits. The HLA kit is used in conjunction with the Full Width Mine Plow (FWMP), Surface Mine Plow (SMP), and Dozer Blade (DB). The HLA kit allows the FWMP, SMP, and DB to be raised to the high lift position. The reason justifying this sole source procurement is that the FWMP, SMP, and DB are currently used by the USMC and manufactured by PEL. The HLA kit required for the FWMP, SMP, and DB is only manufactured by PEL. To manufacture such a kit requires detailed design information of these three components, which is PEL proprietary information. Government attempts to purchase an HLA kit from other sources would require significant development and testing costs, including schedule delays of up to a year. In order to minimize cost, ensure interoperability among the FWMP, SMP, and DB, and improve supportability, it is necessary to purchase the HLA kits from PEL. There is NO solicitation document. This notice is NOT a request for competitive proposals. Interested firms may send capability statements to COMMANDING GENERAL, Marine Corps Systems Command, ATTN: Code CTQ5GTC, Capt. G.T. Carroll, 2200 Lester Street, Quantico, VA, 22314-5010. Note 22 applies; however, 45 days is changed to read 15 days.
