Description
SPAWARSYSCEN Charleston is soliciting information from potential sources to provide Tactical Air Navigation (TACAN) systems for use in Antarctica in support of the United States Antarctic Program (USAP). As a minimum the TACAN must 1) Be FAA certifiable. 2) Have a Standard Volume Class Designator of High Altitude. 3) Be capable of providing a certified Standard Approach Procedure (SIAP). 4) Contain system redundancy, either by dual-stacks or graceful degradation, and have provision for repair to the Line Replaceable Unit (LRU). 5) Operate satisfactorily in harsh environmental conditions, including low temperatures, low humidity, and high winds. 6) Be provided with a Remote Monitoring System. The Remote Monitoring System shall provide a means of monitoring the equipment operation in the Air Traffic Control Tower. 7) Be adaptable to a transportable shelter and operate reliably on generator power which is assumed to be unstable. The government is requesting information regarding specifications and technical capabilities. The government will provide draft specifications upon request. This notice is for planning purposes only. If satisfactory responses are received, a solicitation may be issued for a firm fixed price type contract. All interested parties should submit applicable information by September 1, 2003, 2PM Eastern Standard Time via electronic transmission to Ruth Goddard, email: ruth.Goddard@navy.mil. Responses must include the following: (1) name and address of firm; (2) size of business; (3) number of years in business; (4) average annual revenue for past three years, and (5) technical capability. THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNAOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO NEITHER THIS ANNOUNCEMENT, NOR ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER A SMALL BUSINESS SET-ASIDE OR 8(a) SET-ASIDE BASED ON RESPONSES HERTO. THE APPLIANCE NAICS CODE IS 423690 WITH A STANDARD OF 100 (500 FOR GOVERNMENT CONTRACTING).
