Description
The Naval Air Warfare Center Weapons Division intends to procure engineering technical services via other than full and open competition from Raytheon, 6380 Hollister Avenue, Goleta, CA 93117 in support of the development and production of advanced electronic warfare (EW) systems, of which two systems are in the process of being transitioned from the original equipment manufacturer (OEM) to the Navy. The first is an advanced special receiver (ASR), also called a countermeasures receiving set (CRS) or a radar warning receiver (RWR), designated the AN/ALR-67(V)3. The second is an expendable decoy system, designated the AN/ALE-50A, and is also called the Integrated Multi-Platform Launch Controller (IMPLC). The required services will provide engineering support and products to support transition of software and systems engineering, total configuration management, and operational flight program, user data file, and other software configurations items development and testing for the Navy. The Government anticipates awarding a five-year basic, Cost Plus Fixed Fee, Indefinite-Delivery, Indefinite-Quantity delivery order contract through other than full and open competition to Raytheon. Raytheon, as the OEM for the AN/ALR-67(V)3 and AN/ALE-50A, has the required technical and engineering expertise and the manufacturing data packages for these systems, including data not delivered to the government. This notice is not a request for competitive proposals; however, responsible sources capable of providing the above-named services may submit proof of ability to perform. See Numbered Note 22.
