- The U.S. Department of Education, Office of the General Counsel intends to award a purchase order to Lexis-Nexis service for access to on-line subscription to legal, news, legislative, financial, and public records databases for all Department of Education, Office of the General Counsel users. This purchase order is intended as a sole source award to Lexis-Nexis, 1150 18th St., N.W., Suite 600, Washington, DC 20036-3843. The Department of Education intends to award this purchase order on or about August 5, 2003. Lexis-Nexis provides a wide range of computerized information. The Lexis service offers the most extensive online collection of complete, authoritative legal and law-related information; Shepard's updated daily; legal cases from U.S. Federal and state courts plus case law and legal materials from other countries. Additionally, Lexis includes U.S. federal statutes and regulations, law reviews and other publications that analyze current legal trends. The Nexis library contains the full text of more than 13,800 sources of news and business information (transcripts, newspapers, wires, magazines, newsletters and trade journals) and wire serves. They provide current coverage of major news events, trends and issues, plus abstracted general news and business articles from prestigious publications. Lexis-Nexis are an exclusive provider of CNN transcripts and official archival source for the New York Times. Both of these services are updated and enhanced continually. Lexis-Nexis is the only source available today that has access to databases to research current legal decisions. The proposed contract action is for services for which the U.S. Department of Education, Office of the General Counsel intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, all proposal received by the response due date noted above will be considered by the U.S. Department of Education, Office of the General Counsel. A determination by the U.S. Department of Education, Office of the General Counsel not to compete this proposed contract based upon responses to this notice is solely within the discretion of the U.S. Department of Education, Office of the General Counsel. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
