General Information Document Type: Request for Information (RFI) Solicitation Number: F44650-03-RFI-0002 Posted Date: 8 Apr 03 Due Date: 18 Apr 03 Contracting Office Address: Department of the Air Force, Air Combat Command, HQ ACC CONS, 130 Douglas Street, suite 401, Langley AFB, VA 23665 Description: ACC Contracting Squadron, Langley AFB, VA is in the process of conducting market research to determine availability and forming the acquisition strategy for a potential requirement to administer and implement the Demand Reduction Program Manager (DPMR) base drug testing program at various U. S. Air Force bases within the United States. The performance period will not exceed 5 years. This is a Request for Information (RFI) only and is being used to determine industry capabilities to meet the requirement to carry out the Air Force drug testing program. This information will be used to determine whether or not to conduct a (A-76) direct conversion. The drug- testing program will be administered at Air Combat Command bases. The 16 Air Force installations are as follows: Barksdale AFB, CA; Beale AFB, CA; Cannon AFB, NM; Dyess AFB, TX; Davis-Monthan AFB, AZ; Ellsworth AFB, SC; Holloman AFB, NM; Langley AFB, VA; Minot AFB, ND; Moody AFB, GA; Mountain-Home AFB, ID; Nellis AFB, NV; Offut AFB, NE; Seymour-Johnson AFB, NC; Shaw AFB, SC; and Whiteman AFB, MO. Description of Requirement: Ensures the Drug Testing Program (DTP) is carried out IAW AFI 44-120 (AFI can be downloaded at the following site: http://www.e-publishing.af.mil/pubs/majcom.asp?org=AF) and its supplements. Uses the Air Force Drug Testing Program software for inspection (random) testing. Monitor rate of untestable specimens, and ensure untestables remain at minimum levels. Ensures specimens are collected, packaged and transported to the testing laboratory IAW AFI 44-120 and its supplements. Trains and or supervise DTPAM Assistant. Verify results are received for every specimen sent for testing. Ensures daily drug testing is conducted, and timely notifications are made to trusted agents. Coordinates the appointment, and the availability of observers with FTAC and with squadron first sergeants. Ensures proper supplies are available and maintained at an acceptable level to perform daily testing. Coordinates late/no show personnel with designated legal officer(s) and with squadron first sergeants/commanders. Coordinates all positive results with MRO, and report all MRO verified results to JAG, OSI, MDG/CC, and Drug Demand and Reduction Coordinator (DDRC). Conducts random civilian testing. Processes all blind and QA samples IAW directives. Ensures all drug testing documentation is filed and maintained IAW AF directives. Train GSU drug testing representatives on the administrative and application procedures required to process GSU drug testing kits. Sets monthly drug testing parameters. Conducts random military drug testing (includes other branches of service assigned to USSTRATCOM). Tracks, and coordinates with OSI and commanders all other than random drug testing (e.g. VO, CC, PC, MC, etc.). Performs squadron/flight data modifications as needed. Retrieves monthly PCIII personnel data updates from MPF Systems Office. Performs monthly import of new personnel data into AFDTP. Performs system backup and system restoration. Runs system reports. Reports drug-testing metrics to ACC and Substance Abuse Office. Updates test pending pool daily. Updates testing history. Participates in DDR outreach activities and provides administrative support to DDRC as needed. Briefs commanders and trusted agents on the latest policy and procedures governing the DTP. Performs QA checks on all daily documentation and daily collections. Signs off on all DD Fm 2624 and on all boxes to be shipped. Ensures drug testing common areas and restrooms are properly maintained, and presentable. Creates and adheres to a professional and customer orientated atmosphere. NOTE: This information is for market research only. This is not a Request for Proposal, or solicitation or an indication that the government will contract for this requirement. The government will not pay for information received in response to this RFI and is in no way obligated by the information received. All responses are requested to indicate if they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, or HUB zone small business.
