- The U.S. Air Force, Air Combat Command (ACC), is tasked with providing base operating support (BOS) for three Forward Operating Locations (FOLs) located at Manta, Ecuador, Aruba; Curacao, Netherlands, Antilles (N.A.); and Manta, Ecuador. The primary mission of FOLs is to support drug surveillance missions to achieve U.S. national security objectives. This is a sources sought synopsis seeking names of potential offerors to provide all personnel, equipment, tools, materials supervision and other items and services as necessary to perform BOS in support of the United States Southern Command (USSOUTHCOM) counter drug missions at the following FOLs: Eloy Alfaro International Airport (IAP), Manta, Ecuador; Reina Beatrix IAP, Aruba; and Hato IAP Curacao, N.A. In addition to typical BOS activities at all sites, this contract will also require fire protection, Air Traffic Control, dining and quarters services at Manta, Ecuador. Anticipated contract award date is 1 October 2001. Performance period is projected to include a three month phase in period after award and a nine month base period with four to six option periods (one year each). ACC is accomplishing market research in an attempt to promote full and open competition to the maximum extent practicable, and to define contract requirements in performance-based terms. This is not a formal Request for Proposal (RFP), and no contract will result from this synopsis nor does it commit the government to any acquisition for these services. This synopsis is for information and planning purposes and the Government will not pay for any information received. Any subsequent solicitation will be synopsized prior to its release. The SIC code for this effort is anticipated to be either 8744 or 7376. A determination as to set aside status has not yet been made. Potential offerors may comment on this requirement, or recommend application and tailoring of requirement documents or alternative approaches, by contacting the ACC CONS representative listed below. In an effort to streamline the process of acquiring documentation, the government intends to post copies of current contract information, draft documents associated with this proposal and questions/answers relating to the acquisition on the Electronic Posting System (EPS). Bidders Library information will be discussed at the industry conference. Potential offerors are requested to identify any documentation they desire to view in order for the Government to determine the most efficient way to provide the information. This acquisition will be initiated with a conference for government and industry representatives on 26 October 00. Information regarding the conference, conference location, agenda, current contracts, draft Statement of Work, draft RFP, and other pertinent information will be posted to EPS.
