Description
ACC CONS/LGCA has a requirement for LMR replacement of Motorola wideband assets to a narrowband standard to meet the National Telecommunications and Information Administration (NTIA) mandate. ACC CONS/LGCA intends to purchase the equipment and maintenance from Motorola Incorporated, Hanover, Maryland, in accordance with the statutory authority 10 U.S.C. 2304 (c)(1). This is a sole-source procurement under the authority of FAR 6.302-1. The Motorola LMRs must be compatible with equipment currently in use at all ACC delivery locations stated in the attachment. The frequencies of existing equipment may be compatible with other brands, but not for encryption, repeaters or reprogramming. The technology used in the radios is proprietary to Motorola. Award to any other source would likely result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling Air Force requirements. The Government intends to acquire a commercial item using FAR Part 8.404. This procurement is being awarded using a GSA Schedule. The equipment list/delivery locations is posted under a separate attachment. This notice of intent is not a request for quotation (RFP) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing by mail, fax or email to Ms Lois Nicholson or Ms Nora Ball not later than 12 NOON Eastern Standard Time on Thursday, March 27, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the government.
