Description
The Drug Enforcement Administration intends to issue a purchase order to Vashaw Scientific Inc. for a Custom Tablet/Tablet profiling Syustem. This is an anticipated sole source requirement. The customized Integrated Microscopy System (IMS) will provide for image comparison of drug evidence dosage units including tablets and capsules. The stereo-microscopic optical system must provide adequate depth of field and sufficiently high resolution to clearly document the monogram artwork and the important microscopic toolmark features on drug dosage units. The imaging system must be able to acquire both low- and high-resolution images. The low-resolution images will be used to identify gross physical attributes. The high-resolution images will be used to capture microscopic toolmarks and striations. The optical and image acquisition systems should be backwards compatible to existing Leica stereomicroscopes. The associated customized computer software and hardware must provide for the easy and rapid acquisition of images at appropriate resolutions with suitable linked databases to store textual data and associated images. The initial software must provide a searchable database to search by various characteristics (e.g., diameter, shape, scoring, side view, weight, etc.) to find all potential matches and show images of monograms, drugs present, manufacturer, trade name, and appearance data. The initial software must provide a customizable report format to include 82x11 inch color prints of images. This customized software must be Windows compatible, expandable, and upgradeable to accomplish the tasks. Future expandability will include comparison of images (subtraction and superimposition methods) and make a numerical evaluation of similarity between each pair of images. The system must provide 82x11 inch color prints of annotated side-by-side image comparisons, and also must provide both 82x11 inch and very large (36-48 inch wide) color prints of annotated image side-by-side for display purposes. The following items are the requirements for the new IMS: HARDWARE: X The IMS must have a stereomicroscope with continuous visual zoom from 5X to 40X and a tilting binocular observation tube. X The IMS must have a stereomicroscope camera port with built in double iris diaphragm. X The IMS must have a 360-degree fiber optic illumination source. X The IMS must have a computer workstation with at least a Pentium 4 or faster CPU, 2.8 GHz processor, 1.0GB SDRAM, 80 GB hard drive, 24X DVD-CDRM combo drive, 3.5-inch floppy disk drive, and a high-resolution 23-inch flat panel monitor. X The IMS must have a color digital camera with selectable 2560 x 1920, 1280 x 960, and 640 x 480 digital resolution and NRSC and S-video frame output. SOFTWARE: A Microsoft Windows operating system that allows for: X Image comparison software. X Textual database. X Importation of existing databases. X Low and high resolution images.XC Simple and complex search functions. X Output of high-resolution single and side-by-side digital images to normal size and large format Windows compatible printers. X Sufficient video frame rate to allow real-time focusing. This requirement will be awarded in accordance with the policies and procedures as set forth in FAR Subpart 13-106-1(b). No solicitation is available. Closing date is 07/23/2003.
