Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented by additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13.5, Test Program Procedures. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RA134103RP3020 and is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. The NAICS Code is 334513, and small business size standard is 500 employees. Any amendment(s) hereto will only be published in the FedBizOpps. The National Institute of Standards and Technology (NIST) requires a Laser Tracker System for use on the RF Fields group antenna ranges for (a) aligning planar near-field scanners and determining the flatness of the scanning plane, (b) positioning and orienting the test antenna and probe in the laboratory coordinate system prior to measurement, and (c) tracking the probe as it moves relative to the test antenna and recording the actual location of field measurement points. Finally the laser tracker will be used for miscellaneous surveying tasks in the laboratory test space. Delivery of the Laser Tracker System shall be 90 days after the effective date of the contract. Forms and clauses stipulated herein may be downloaded via the Internet at the following address: http://www.masc.noaa.gov/masc/amd/prc_cont.html. Interested parties are responsible for accessing and downloading documents and forms from that (or any other) site. Firms without access to the Internet may call 303/497/7943 and request that copies of the clauses, provisions and/or forms be either mailed or faxed to them. Offers shall include a properly completed and signed Standard Form 1449. The firm fixed-price shall include all equipment, delivery and training FOB Boulder, Colorado. The following provisions and clauses apply to this solicitation: (1) FAR 52.212-1, (provision) "Instructions to Offerors - Commercial Items," (2) FAR 52.212-2, (provision) "Evaluation- Commercial Items," (3) FAR 52.212-5, (clause) "Contract Terms and Conditions required to Implement Statutes or Executive Orders - Commercial which includes subparagraphs (b) (1) with Alt. 1, (5), (11), (12), (13), (14), (15), (16), (17), (18), (19), (22), (24), (25), (26) and (29). The Evaluation Factors for this solicitation are : (A) TECHNICAL, (B) PAST PERFORMANCE and (C) PRICE. Evaluation factors are listed above in their order of importance. Technical and past performance, when combined, are significantly more important than price. Technical proposals shall include (a) the requested documentation listed in Attachment 1 entitled, "Evaluation Criteria" for each of the criteria listed and (b) identification of compliance with Laser Tracker Requirements listed in Attachment 2 entitled "Laser Tracker Requirements" stating whether their laser tracker fails to meet, meets or exceeds each of the listed requirements. Narrative shall be provided for items that fail to meet or exceed specification requirements. (c) Offerors shall also provide product information sheet(s) for their system. (d) For the evaluation of Past Performance, the offeror shall provide at least three references, along with their respective addresses, phone numbers and e-mail addresses. References should have purchased a laser tracker of similar capability within the last two years. Note that the Government may also contact references other than those identified by the offeror and use the information obtained in the evaluation of the offeror's past performance. In order that the Technical proposal may be evaluated strictly on the merit of the material submitted, no contractual price information is to be included. A separate business proposal shall be provided that includes the following: (1) a price proposal and (2) a completed FAR 52.212-3 (provision) Offeror Representations and Certifications - Commercial Items. Award will be made to the offeror presenting the best overall value to the Government. For further information, please contact Susan Labovitz (303/497-7943). All hand-carried offers must be scanned in Building 22 at 325 Broadway in Boulder, Colorado prior to being delivered to the David Skaggs Research Center, Room 33-GB506A, 325 Broadway, Boulder, CO.
