Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS.***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible parties may submit a quote. ***The National Institute of Standards and Technology (NIST), has a requirement for an ultrahigh vacuum (UHV) atomic force microscopy (AFM) and scanning tunneling microscopy (STM) system to perform nanotribology measurements. The system must include hardware and software for AFM/STM data acquisition, display, processing, and analysis, a variable-temperature sample stage, UHV chambers with vacuum pumps and pressure gauges, vibrational-isolation mechanism to achieve atomic-resolution imaging, and a CCD camera with zoom lens for viewing sample and tip. ***All interested parties shall provide a quote for the following line items: LINE ITEM 0001: AFM AND STM MICROSCOPE ASSEMBLY AND ELECTRONICS meeting all of the following required specifications: Atomic resolution on Au(111) and Si(111) surfaces for both AFM and STM; 0.5 nm of better lateral resolution for both AFM and STM; 0.01 nm or better z resolution for both AFM and STM; Laser-beam-deflection type AFM, with a 4-quadrant light detector; Contact mode (normal force and lateral force) and non-contact mode for AFM; Piezoelectric positioning and scanning mechanism with 8x8 micrometers or larger scanning area; Tip/sample approach mechanism; Tip/sample positioning mechanism; Frequency modulation capability for AFM. LINE ITEM 0002: VARIABLE-TEMPERATURE SAMPLE STAGE meeting all of the following required specifications: Sample holder with K-type thermocouple leads; Sample heating to 1200 K or higher for sample preparation; Sample heating to 600 K or higher while imaging; Sample cooling to 100 K or lower using liquid nitrogen; Sample cooling to 40 K or lower using liquid helium; Sample and tip/cantilever storage assembly; Sample and tip/cantilever exchanger mechanism. LINE ITEM 0003: MAIN ULTRAHIGH VACUUM (UHV) CHAMBER AND LOAD-LOCK CHAMBER WITH PUMPS AND GAUGES meeting all of the following required specifications: Stainless-steel main UHV chamber and load-lock chamber; Capability for future addition of an additional analysis chamber; Transfer arm and supporting brackets; Vacuum pressure below 1.0x10E-10 mbar; 200 l/s or larger ion pump for the main chamber; Titanium sublimation pump; 70 l/s or larger turbo pump with controller; Dry rough pump for turbo-pump backing; UHV gate valve separating the main chamber and ion pump; UHV gate valve separating the main chamber and load-lock chamber; UHV gate valve separating the turbo pump; Purge/vent valve for the turbo pump; Up-to-air valve for the load-lock chamber; Nude-style ion gauge with thoriated iridium filaments, controller, and bakeable cable; Low-vacuum gauges; Viewing ports and blank flanges; Structural support; Bake-out heaters for the whole vacuum chambers; Bake-out control, including timer, interlock, and safety features. LINE ITEM 0004: VIBRATIONAL ISOLATION meeting the following required specification: Vibrational isolation mechanism to achieve atomic resolution for both AFM and STM. LINE ITEM 0005: CCD CAMERA WITH ZOOM LENS FOR SAMPLE AND TIP VIEWING meeting all of the following required specifications: CCD camera with zoom lens and cable; Light source; Mounting hardware. LINE ITEM 0006: COMPUTER SOFTWARE & HARDWARE meeting all of the following required specifications: Software for AFM/STM data acquisition, display, processing and analysis; Software update subscription, minimum of 2 years; Windows operation system Intel Pentium 4 CPU, 2 GHz or faster; A minimum of 256 MB RAM; A minimum of 40 GB hard disk, floppy drive, and CD-RW; Flat panel display, 18 inches or larger; Ethernet connection, keyboard and mouse; Interface cards for data acquisition. LINE ITEM 0007: USER MANUAL: The Contractor shall provide a complete user manual for the system. The manual shall include, at a minimum, safety warnings if any, a complete description of the hardware components and their functions, identification and labeling of each component, a software user manual with instructions of the operating sequence, detailed operation procedure, trouble shooting procedures, and maintenance procedures. LINE ITEM 0008: ON-SITE INSTALLATION: The Contractor shall provide inside delivery and installation to include, at a minimum: Set-up the equipment; start-up and operation of equipment; calibration and demonstration of required specifications as described in LINE ITEMS 0001 to 0007. LINE ITEM 0009: TRAINING: The Contractor shall provide on-site training for 5-7 NIST personnel. Training shall include, at a minimum, explanation of safety warnings if any; introduction of all hardware components and software features; explanation of procedures for instrument operation, data acquisition, display, processing and analysis, as well as routine maintenance. LINE ITEM 0010: WARRANTY: The Contractor shall provide, at a minimum, a one year, on-site warranty covering all parts and labor. LINE ITEM 0011: Standard Supplied Components necessary for operation of the equipment to include: AFM Alignment Tools, STM Tips, AFM Cantilevers, Tool Kit, and Spare Parts. ***Delivery shall be FOB Destination. Delivery, Installation and Training shall be completed not later than one (1) year from the date of award .***FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.***Award will be made to the Contractor whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical Capability and Past Performance, when combined, are more important than price.*** Past Performance and price shall not be evaluated on quotes that are determined technically unacceptable in accordance with the Technical Capability evaluation factor. ***Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein.***Past Performance will be evaluated to determine the overall quality of the product and service provided. Evaluation of Past Performance will be based on the references provided IAW FAR 52.212-1(b)(10) and/or the offeror?s recent and relevant procurement history with NIST or its affiliates. Offerors shall provide a list of at least three (3) references to whom the same or similar equipment has been provided.
