Description
This is a Re-announcement of an acquisition previously announced under Classification Code R as Solicitation Number NRCS-VT-03-2 dated April 17, 2003. The purpose of this re-announcement is twofold. First, Offerors are notified that this acquisition, which is being conducted in accordance with OMB Circular A-76, is being transitioned to a Streamlined Competition under the procedures of the Revised OMB Circular A-76, dated May 29, 2003. Certain deviations may be incorporated, as approved by OMB, for retention of the previous cost rules or procedures. Second, a determination has been made that the studied services are subject to the Brooks Act, and the procedure for procurement of Architect-Engineer Services is applicable. The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) is seeking qualified A&E firms to provide Soil Conservation Technical Services to private landowners in Addison and Rutland Counties, Vermont to include basic conservation planning services, field investigations and topographic surveys, inventories of soils, livestock, water resources, collection of data for planning, design and construction of soil and water conservation practices; these services include performing designs of conservation practices, and providing construction quality assurance during construction of these conservation practices. The services provided include explaining applicable USDA NRCS programs and working cooperatively with local Conservation District staff and other partner agencies. In accordance with OMB Circular A-76, the FAR, and the Brooks Act, the most qualified firm, as determined by the ranking of the A&E Evaluation Board will be asked to provide a cost proposal for the performance of this function. This cost proposal will be compared with the Government's cost to perform the services. This proposal will not result in a contract if Government performance is determined to be more cost advantageous. Currently the NRCS in house work force is performing the services. The requirement will fall under the NAICS code 541990. The formal notice requesting interested parties to submit their SF-254 and SF-255 will be posted on or abut July 21, 2003, and can be downloaded from this web site. The anticipated date for receipt of Questionnaire Responses and SF-254 and SF-255 is on or about August 20, 2003. The U. S. Government reserves the right to retain the work in-house and make no contract award.
