Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, streamlined procedures for evaluation and solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, a written solicitation document will not be issued. The Request for Proposals (RFP) number is NRCS-28-LA-03 and incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-14. The associated North American Industry Classification System (NAICS) for this procurement is 511120 (small business size 500 employees). Numbered Note 1 applies (100% SB Set Aside). The required service is for publishing the Coastal Wetlands Planning, Protection and Restoration Act (CWPPRA) "Watermarks" newsletter. Work will be performed in accordance with the attached statement of work. The government intends to award a firm fixed-price contract with a base period, beginning August 2003 through August 2004, and four one-year option periods. Provisions 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Provision 52.212-2, Evaluation - Commercial Items, is also applicable to this acquisition. The specific evaluation criteria for this provision are as follows: (1) TECHNICAL CAPABILITY, in terms of (a) professional qualifications-knowledge and experience in production of this type of publication. Each contractor will submit a resume for each person on his or her staff that will be assigned to work on this project, and (b) capacity to accomplish work-evaluation will be based on resources and ability to complete work. Each contractor will be required to submit a management work plan, a brief written description of how the work will be accomplished; (2) PAST PERFORMANCE-based on previous contracts with government agencies and private industry in terms of quality of work, cost control and compliance with required delivery schedule. Offeror shall submit specific examples of scientific, technical, or environmental writing. Each offeror shall submit the name and telephone number of three references for past contracts. Each contractor is required to submit at least two and not more than three sample publications for review; and (3) PRICE. Offerors to submit six (6) copies of complete proposal. Clause 52.212-4, Contract Terms and Conditions - Commercial Items is applicable. FAR 52.212-5, Contract Terms and Conditions - Commercial Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items with these additional FAR clauses marked: 52.222-6, Notice of Small Business Set Aside, 52.219-8, Utilization of Small Business Concerns, 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, 52.222-36, Affirmative Action for Handicapped Workers; 52.225-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, 52.225-13, Restrictions on Certain Foreign Purchases; 52.232-29, Terms for Financing of Purchases of Commercial Items, 52.232-30, Installment Payments for Commercial Items, 52.232-34, Payment by Electronic Funds Transfer--Other than Central Contractor Registration., 52.217-8 - Option to Extend Services; 52.217-9 - Option to Extend the Term of the Contract. A firm-fixed price award will be made to the responsible offeror submitting the proposal that provides the best value to the Government. All responses that meet the criteria contained within will be considered. Since award will be based on initial responses, it is encouraged to offer your most advantageous pricing in your initial response.
