Description
This is a RE-ANNOUNCEMENT of an acquisition previously announced under Category R as Solicitation SSN-NRCS-KS-03-4, dated April 10, 2003. The purpose of this re-announcement is two-fold. First, Offerors are notified that this acquisition, which is being conducted in accordance with OMB Circular A-76, is being transitioned to a Streamlined Competition under the procedures of the Revised OMB Circular A-76, dated May 29, 2003. Certain deviations may be incorporated, as approved by OMB, for retention of the previous cost rules or procedures. Second, a determination has been made that the studied services are subject to the Brooks Act, and the procedure for procurement of Architect-Engineering Services will be employed. The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) is seeking qualified A & E firms to provide soil conservation technician services in the NRCS office in the listed locations in Kansas. In accordance with OMB Circular A-76 and the Brooks Act, the most qualified firm as determined by the ranking of the A & E Evaluation Board will be asked to provide a cost proposal based on the performance of these functions. This cost proposal will not result in a contract if Government performance is determined to be more cost advantageous. These are services currently provided by Government personnel. Duties include gathering resource data to assist landowners in identifying resource conservation needs, assisting in the development of basic conservation plans with landowners to address resource concerns, assisting landowners with the design, layout, and inspection of completed conservation practices, developing land treatment contracts utilizing existing USDA and other federal, state, and local cost-share programs, and providing annual follow-up on existing contracts. Assistance provided will include working cooperatively with the local NRCS field office staff, local conservation district, and other federal, state, and local partner agencies. Duties include assisting with conducting public education and information activities, conducting tours, presenting talks, and preparing news articles as necessary. An effective knowledge of engineering design, surveying, and computer use is required to fulfill the duties of these positions. A single award is anticipated for this solicitation. Any contract resulting from this solicitation will have a one-year base period and four one-year options. This solicitation will not be restricted to any group or business size. NAICS Code is 541330, Engineering Services. The formal notice requesting interested parties to submit their SF-254s and SF255s will be posted on or around July 7, 2003, at http://www.fedbizopps.gov. The selection criteria for this acquisition are: 1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; 3) Capacity to accomplish the work in the required time; 4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; 5) Location in general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and 6) Acceptability under other appropriate evaluation criteria.
