Description
The USDA, ARS, Mid South Area, Southern Regional Research Center, New Orleans, Louisiana has a requirement for a Uster Technologies, Inc. AFIS Pro instrument for single fiber testing or equal. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. IFB 2003-4431-033 is being issued as an Invitation for Bid. Offerors are to provide pricing for the following: 1 ea. Uster AFIS Pro NC Base Unit, including - 1ea Module L&M (for length and maturity of single fibers) and 1 ea. Model T (for trash); The instrument measures the length and cross-sectional characteristics of individual cotton fibers. In addition it has the ability to measure neps and non-lint particles (trash) that are included within the cotton fibers. The principles of the operation are that raw cotton fibers are formed into a strand that is fed into the instrument where they are mechanically individualized and injected into an airstream that conveys them past an array of electronic detectors. Signals in the form of electronic pulses are generated as the fibers or neps or trash fly past the detectors. These pulses are analyzed to determine each fiber's length, fineness, and maturity as well as the presence of neps, trash, and seedcoat fragments. Data products concerning the cotton fiber include: Length - Percent of short fiber by number and weight, Length by number and weight, Coefficient of variation of fiber length by number and weight, upper quartile length by weight, 5.0% length, Maturity - Fineness (millitex); Immature fiber content %; Maturity ratio, Trash and Dust - Distribution of the size of trash and dust particles (histograms), Number of dust and trash particles per gram, Percent content of foreign matter (dust and trash). Delivery of the equipment shall be delivered to USDA, ARS, SRRC, 1100 Robert E. Lee Blvd. New Orleans, Louisiana within 120 days after receipt of the contract. Price should reflect FOB Destination. Price will include everything identified above. These clauses maybe viewed at http://www.arnet.gov/far/ Quotations will be evaluated on price, past performance, and proof of experience with this kind of equipment. Offers should include a list of at least four references to include company name, point of contact, phone number and fax number. Additional Quotation Information - Descriptive Literature must be submitted with the offer even if is has been submitted previously. This literature MUST address all aspects outlined in the specifications. If an area is not addressed in the literature the company must submit a written substantive statement describing such area. FAILURE TO PROVIDE THE DESCRIPTIVE LITERATURE SHALL RESULT IN REJECTION OF YOUR OFFER. References should reflect similar type of work or equipment purchases. Offers to include a commercial warranty for equipment. Offer must include a 30 calendar day acceptance period.
