Description
Gas Turbine Stack Testing at Power Plant #2, Power Plant #3, and Station K-10, Pearl Harbor, Hawaii. The Contractor shall provide all equipment, labor, management, materials, services, supervision, supplies, tools, and transportation necessary to measure the exhaust stack emissions during performance tests on five 2,000 KW combustion turbine generators. The Contractor shall evaluate the equipment and analyze the fuel, and formulate a performance test plan to measure the stack emissions, using the temporary exhaust stack provided by the Government, in accordance with the requirements set forth by 40 CFR 60; Hawaii Administrative Rules, Title 11, Chapter 60; and the conditions stipulated in the Navy’s covered Source permit (CSP) No. 0105e-01-C. The performance test plan shall be subject to approval by the State of Hawaii, Department of Health, before work can take place. The performance tests shall consist of three separate runs utilizing the approved test method. Measure the nitrogen oxide (NOx) (as NO2), sulfur dioxide (SO2), and carbon monoxide (CO) emissions from each of the turbines while operating at four different load capacities; 30%, 50%, 75%, and 100% of the full load capacity. Work Excluded: Operation of the combustion turbine generators during the performance tests; providing labor and materials required for any construction (eg. stack extensions) facilitated by the test method. The Contractor shall inform the government of all equipment modifications necessary for the testing and furnish the Government with sketches, diagrams, material lists, and other details required for the modification(s). The Government shall provide all labor and materials to modify the existing structure or equipment (eg. construction of stack extensions, sampling, connections, etc.) necessitated by the test method. The NAICS Code for this procurement is 541380 and the annual size standard is $6 million. Offerors can view and/or download the solicitation at http://esol.navfac.navy.mil/ when it becomes available. All interested offerors shall register at the website to ensure that they are notified of updates or amendments to the solicitation as they occur. No other notice of solicitation activity will be provided to interested offerors. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns. Proposal receipt date is approximate.
