- The Internal Revenue Service has a requirement for IT expertise in customizing, testing, and installing the SERglobalbrain, manufactured by SER Solutions, Incorporated to further its financial objectives. It is the intent of the Government to negotiate on a sole source basis as a Simplified Acquisition in accordance with FAR Part 13 with SER Solutions, Incorporated, Loudoun Technical Center, 21680 Ridgetop Circle, Dulles, VA 20166. Vendors who can provide the required services at prices, terms, and conditions equal to or better than those which can be provided by SER Solutions Inc. should submit clear and convincing data in writing substantiating an ability to furnish the entire requirement. Telephonic or e-mail inquiries will not be accepted. Responses to this notice must be received by this office within ten (10) days after publication of this notice. Responses should be sent to: Internal Revenue Service, National Office Procurement, 6009 Oxon Hill Road, Room 500, Oxon Hill, MD 20745, Attn: Tyuana L. B. Bailey, A:P:I:E. Responses will be accepted by facsimile at 202.283.0610. These responses must arrive at the place by the date specified in this synopsis and may not exceed ten (10) pages. If a response is received that meets the IRS's requirements and analysis of both technical and pricing documentation indicate that a competitive acquisition would be more advantageous to the Government, a formal solicitation may be issued. Currently, no solicitation document exists for this requirement. Requests for same will be considered non-responsive. The reference number for this announcement is 0637A00. If no compelling responses are received, award will be made to SER Solutions, Incorporated.
