Description
The Direct Reporting Program Manager, Advanced Amphibious Assault (DRPM AAA) via the Marine Corps Systems Command provides the following information for the purpose of obtaining market research on a software system that is currently available to assist financial management personnel in preparing budget exhibits compatible with the Marine Corps Accounting System. This action is not a formal, or precursor to a formal, Request For Proposal (RFP). The information contained herein as well as the anticipated industry responses are for INFORMATIONAL PURPOSES ONLY. Anticipated responses to this announcement are sought to identify industry sources that believe they have information on a software package capable of meeting the Marine Corps needs. This system must be Navy Marine Corps Internet (NMCI) compliant. The requirements stated below must be filled using only software approved for use on the NMCI. The list of approved software applications can be found at this link http://hqusmc.hqmc.usmc.mil/c4/AppManagement/COTS%20Baseline.htm Accordingly, we are looking for a system that: * Allows access restrictions to different type of users for security purposes (i.e. data entry, reports, administrators, etc.). * Allows access to be protected by passwords that expire every 90 days. * Is able to handle various types of monies (i.e. O&M, MC; R&D, TE; PMC; Other Customer Funds; etc.). * Is able to track monies using Marine Corps financial data and other financial data as appropriate (i.e. Appropriation, Sub Head, Fiscal Year, BEA, BESA, OC/SOC, RCN, etc.). * Is able to track the money all the way down to the Project Officer, potentially four levels. * Is able to transfer monies within the system with ease. * Is able to input source documents that tie into the financial data to be able to track where the monies are being spent and by whom. (i.e. Document number, Amendment Number, Contract Number, Delivery Order Number, Phase Type, Project Officer, etc.) * Is able to interface with other Internet applications to import/extract data. * Is able to retain financial data for at least 10 years. * Is able to create various financial management reports to assist in the reconciliation of records to the Marine Corps accounting system. * Is able to create various financial management reports to assist in the formulation of budgets and various inquiries concerning monies held by DRPM AAA. * Is able to create various financial management reports to allow the DRPM, Deputy DRPM, and Program Management Team members to make intuitive decisions on financial management execution. Respondents who have developed and/or know of a system that provides this type of capability should submit a statement (no more than three (3) pages) including an explanation of this system along with its capabilities, limitations, hardware and/or software requirements, etc. via e-mail to Contracts@aaav.usmc.mil. All responses shall be received on or before 18 July 2003. Respondents will not be notified of the results of the market research. The Government may request a further detailing of capabilities provided in individual responses to fully understand the market in general and specific individual capabilities identified. Respondents, however, are under no obligation to participate. Other than the information provided herein, no other information or supporting documentation in regards to this industry assessment exists.
