Description
The work consists of furnishing all labor, materials, equipment services and supervision for the construction of a new Combat Arms Training and Maintenance (CATM) facility at Scott AFB, IL 62225-5015. The principal items of work shall include but are not limited to the following: construction of a new 65' by 60' pre-engineered building system to include structure, walls, roof and insulation, doors and windows as will be indicated on the plans; construction of interior space-office, classroom, storage, toilets, mechanical and janitorial spaces, weapons maintenance and laundry areas; construction and finishes for pre-fab concrete weapons storage vault; HVAC, lighting security and fire detection systems; interior finishes as will be indicated on the drawings and specifications; asphalt and concrete, parking and drive work, concrete walks and pavement markings; filling, grading and seeding, and installation of new drainage and utility lines and equipment. Statement of Need: The Combat Arms function performs all weapons qualifications for personnel including maintenance, repair, and inspections. Personnel are located in office space. The new facility will accommodate daily classes with a maximum of 18 students per class. There will also be a storage vault for training weapons and ammunition along with a designated area for weapons maintenance and repair. The facility is not a 24-hour operation. This will be a Request for Proposal (RFP). The North American Industry Classification System (NAICS) is 236220 and the size standard is $28,500,000.00. The period of performance will be three hundred sixty (360) days. The magnitude of this project is between $500,000 and $1,000,000. This acquisition is being considered for a HUBZone set-aside. If your firm is HUBZone certified and intends to propose on this acquisition, you must provide the ALL of the following information to the Contracting Officer within ten (10) days after the publication of this notice: (a) SBA Certification of HUBZone eligibility; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of recent, relevant experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with phone numbers; (d) your available bonding for this project. All of the above must be submitted in sufficient detail within ten (10) days after the publication of this notice or the solicitation will be issued unrestricted pursuant to the competitiveness demonstration program. Service Disabled Veteran and Woman Owned HUBZone companies are encouraged to submit a response to this synopsis, which will be evaluated by the agency. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Electronic Posting System (EPS) Web Site at http://www.eps.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at www.eps.gov in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration (CCR) database or their proposal will not be considered. Contractors can obtain further information on the CCR at website http://www.ccr.gov/. Release of the solicitation will be via the Internet only. Interested parties may download the solicitation from www.fedbizopps.gov; when it is posted. No paper copies of this solicitation will be issued. The closing time and date for submission of offers will be contained within the solicitation package. When the solicitation is posted, it is imperative that interest parties review the website frequently for any updates or amendments.
