Description
It is the intent of the National Institute of Health (NIH) to procure professional services on a sole source basis with Robert Moore, North Potomac, MD, to continue services currently being provided by the contractor under purchase order number 467-MZ-301387 for the period of July 23, 2003 to December 31, 2003 with options for two (2) successive one-year periods. The contractor will continue to provide a range of data analysis and reporting tools in related to The Division of Statistical Analysis (DSA)/NIH, specifically the NIH extramural application and funding data including IMPAC II, Consolidated Grant Application File (C-GAF), Training and Fellowship File (TFF), and the Success Rate Files. In addition to continuing with the preparation of material for conducting data analysis with the NIH databases in order to assist in training staff and conduct mission-critical reports for the NIH. Mr. Moore has over 25 years experience with the NIH grants system and databases. His expertise is unparalleled with regard to knowing both the existing data and historical data for NIH. Additional funds, time and effort are needed in order for the contractor to complete the project. Introducing a new contractor at this point in time would add significant amount of training time, government coordination, and therefore costs to the government. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisitions. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible sources may submit a proposal, which will be considered by the NLM. Firms interested in responding to this notice must be able to provide service as specified above. Responses must be in writing and must be received in this office within fifteen (15) calendar days from publication date of this notice, and must include pricing information and meet the criteria requirement.
