Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being accepted and a written solicitation will not be issued. This proposed action is for services for which the Government intends to solicit and negotiate with one source Ultimate Knowledge Corp., under authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested persons may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of t he Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This Solicitation M6700103R0016 is a Request for Quote to provide a custom five-week training program to prepare Marine Units for the day-to-day challenges of a Marine Corps Multi-Vendor Data Network. Training to be provided in 2 cycles of 75 personnel each cycle. This solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 2001-14, effective June 23, 2003. The applicable North American Industry Classification System code is 541511 and the corresponding size standard is $18.0 million. Offerors must be registered in the CCR (Central Contractor Registration) database. Lack of registration in the CCR will make an offeror ineligible for award. Information may be obtained by calling (888) 227-2423 or via the internet at http://www.ccr.edi.disa.mil. As a condition of contract award, the Contractor agrees to implement the Department of Defense web-based software application, called Wide Area Workflow Receipt and Acceptance (WAWF-RA). This application allows DOD vendors to submit and track invoices and Receipt/Acceptance documents electronically. This application allows for complete visibility throughout the acceptance and payment process. The web-site for registration is http://rmb.odgen.disa.mil/. WAWF training can be accessed at http://www.wawftraining.com. The following provision is being added as an Addendum: FAR 52.214-31 Facsimile Bids/Quotes. Offers are to include a completed copy of provision FAR 52.212-3 entitled Offeror Representations and Certifications?Commercial Items. The following clause is applicable to this acquisition: FAR 52.212-5 entitled Contract Terms and Conditions Required to Implement Statutes Or Executive Orders?Commercial Items. The following FAR Clauses within the aforementioned clauses are being selected as applicable: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-16,52.232.33, 52.222-41, 52.222-42, and 52.222-44. In addition the following clauses apply to this acquisition: Addendum 52.252-2, DFARS 252.204-7004, Required Central Contractor Registration, DFARS 252.212-7001, DFARS 252-232-7003 Electronic Submission of Payment Requests. There are no additional contract requirement(s) or terms and conditions necessary for this acquisition that are consistent with customary commercial practices. See Numbered Note 22.
