Description
The Space and Naval Warfare Systems Command in San Diego in supp= ort of Program Executive Office Littoral Mine Warfare, PMS-183 is soliciting white pap= ers to explore multiple mechanical/ocean engineering concepts for rapidly installing existing linear arrays of hydrophones, on the littoral ocean bottom, fr= om high-speed, non-dedicated surface ships. Different military ships can b= e considered but the Littoral Combat Ship (LCS) or small boats launched f= rom LCS should be included in that consideration. The rapid installation conce= pts may include innovative packaging for the existing undersea lightweight pres= sure vessels, lightweight arrays, and lightweight fiber-optic communications= cables; as well as various installation aids, and material storage and handling= systems, and the associated control systems. The Space and Naval Warfare Systems Command in San Diego in support of Program Executive Office Littoral Mine Warfare, PMS-183 is similarly soliciting= white papers to explore data communications/ocean engineering concepts for terminating a lightweight undersea fiber-optic cables at sea, in a litt= oral ocean area, and transmitting the data to a surface combatant. The fiber-optic cable can carry 1.5 to 6 Mbps of data that needs to be transmitted or processed/compressed/transmitted. Termination concepts may include anch= or, riser, processor, communications and buoy elements, and must provide fo= r rapid installation from non-dedicated surface ships. The termination must ope= rate continuously over a lifetime consisting of several months of unattended= operation (without refueling or maintenance). Different military platfo= rms for installing the termination concept can be considered but LCS should be included in that consideration. LCS and SSQ-89 platforms should be included in t= he consideration of military ships that would receive the data. This notice constitutes a Broad Agency Announcement (BAA) as contemplat= ed in FAR 6.102(d)(2). Awards may take the form of contracts, grants, coopera= tive agreements or other transaction agreements, as appropriate. Awards as = a result of this announcement will depend on the technical evaluations and availability of funds. The award decision will be based on a competitive selection = of proposals resulting from a peer and/or scientific review. The Governme= nt reserves the right to select for award, all some or none of the proposa= ls received in response to this announcement. The Government may also onl= y select specific tasks within a proposal for award. No additional written information is available, nor will a request for proposal (RFP), solicitation or ot= her announcement of this opportunity will be made. It is envisioned that multiple awards may be made as a result of this announcement with approximate amounts of $1,000,000 each. White papers are sought now for award of study effort= s in early FY04. Proposed work may take place in both FY04 and FY05. Contractors are invited to submit a white paper for one or both of the above areas along with a rough order of magnitude (ROM) of cost for the propo= sed activity. The white papers shall not exceed fifty (50) pages in length= , single-sided on 8 =BD by 11-inch paper. The white papers should includ= e a description of the system and subsystem concept development, any propos= ed non-developmental prototype equipment that may be evaluated and demonstrated by the Navy and interaction required with the Navy to discuss concept development and any candidate non-developmental prototype equipment. The ROM shoul= d be in sufficient detail so specific portions of the proposal can be selected = for award. The white papers are due 22 August 2003 by 3:00 PM Pacific Daylight tim= e. The white papers will be evaluated using the following criteria, all of whi= ch are of equal importance: (1) overall scientific and technical merits of the= proposal for the ADS program; (2) potential Naval relevance and contributions of the effort to the mission of the ADS program; (3) the offeror's capabilities, related experience, facilities, techniques or unique combinations of these which are integral factors for achieving the proposal objectiv= es; (4) the qualifications, capabilities and experience of the proposed Princip= al Investigator, team leader and key personnel who are critical in achievi= ng the proposal objectives; and (5) the realism of the proposed cost and availability of funds. For contract proposals from large businesses, the socio-econ= omic merits of the proposal will also be an evaluation criterion. Interested parties are invited to respond to this synopsis. All responsible parties? responses will be considered. All who receive awards from thi= s BAA should expect that information developed under this BAA would be shared= in an open procurement effort. All proposals must be submitted electronicall= y in accordance with the instruction found on the SPAWAR E-Commerce site at:= https://e-commerce.spawar.navy.mil in the file entitled "Submitting a Proposal?" SPAWAR provides no funding for direct reimbursement of prop= osal development costs. Technical and cost proposals (or any other material)= submitted in response to this BAA will not be returned. A "Briefing for Industry" will be held at Northrop Grumman?s facility i= n San Diego, CA, on 22 July 2003. The location and clearance information for Industry Day are included at the end of this announcement. Briefings will descri= be, 1) an overview of the ADS program, 2) the physical/mechanical characterist= ics of the existing pressure vessels, arrays, and fiber-optic cables, and vari= ous constraints on termination concepts, and 3) draft requirements for the = ADS. All attendees must be US Citizens and hold current SECRET clearances. Attendance at the briefing will be limited to two persons per company o= r organization. If contractors are unable to attend the Industry Day the= classified briefing will be available for review, in person, by appoint= ment only, from 23 July 2003 to 1 August 2003 by contacting Don Moody not la= ter than 17 July 2003.
