Description
The FISC Norfolk Detachment Philadelphia intends to acquire, on a 100% Small Business-Set Aside basis, one Spouse Employment Assistance Program Counselor/Financial Management Counselor in support of the Fleet Family Support Center (FFSC) at Naval Air Station (NAS), Meridian, MS. This acquisition will be processed in accordance with FAR Part 12, as a commercial items acquisition, using Subpart 13.5 test program procedures. As a Spouse Employment Assistance Program (SEAP) Counselor, the contracted individual will perform a full range of job placement and counseling services to assist family members of military personnel who are seeking employment and/or making career decisions. This entails contacting potential employers, interviewing applicants to assess their skills, knowledge and abilities, referring those in need of skill enhancement to the proper schools, and developing workshops of interest in the employment field. As a Financial Management Counselor, the contracted individual shall cooperate with the Navy/Marine Corps Relief Society (NMRS) in providing financial training for the Naval Station. This entails assessing the needs of military families, designing financial programs that meet those needs, and developing and implementing workshops and other types of financial education and training. Above services are to be performed are to be performed at the Naval Air Station Meridian. A forty-hour workweek is required. Normal working hours are 0800-1630, Monday through Friday. A firm-fixed price contract is anticipated, with a one-year base period of performance and four one-year option periods, beginning 01 October 2003. This solicitation shall be set aside 100% for small businesses. The applicable NAICS code is 624190. Release of the RFQ (Request For Quote) will be via the Internet. Interested parties may download the RFQ (Request For Quote) upon its issuance from the following website: http://www.neco.navy.mil. It is imperative that interested parties review the NECO website frequently for any updates and/or amendments. The Request for Quote is expected to be issued on or about 01 August 2003.
