Description
Repair Air Freight Terminal, Building 178, Charleston AFB, SC. Dollar magnitude of this project is $1,000,000.00 to $5,000,000.00. The total performance time will not exceed 327 calendar days. The contractor will provide all plant, labor, materials, equipment supplies and supervision necessary to repair the Air Freight Terminal, Building 178 in accordance with the specifications and drawings. Work to be performed includes: (A) Demolition of existing EIFS, some second and third floor windows, doors, ceilings, prefabricated offices, toilet facilities, wood and machine shop, mechanical, and electrical; (B) The roof work includes repair of existing built up roof over the first floor terminal and removal of the built up roof on the second and third floor areas. Installation of the new sloped standing seam metal roof with metal gutters, downspouts, soffits and fascia. Installation of concrete pavers on pedestals at the third floor exterior break area; (C) Miscellaneous lead paint abatement; (D) Asbestos abatement; (E) New offices, conference room, toilet facilities; (F) Renovated offices and toilet facilities; (G) New mechanical equipment (in some areas); (H) New finishes, including ceramic tile, carpet, vinyl composition tile, rubber sheet flooring, paint, plastic laminate, and suspended acoustical tile ceilings; (I) Installation of new doors; (J) Relocation of flight line light; (K) Repair of mechanical, electrical, and plumbing systems. All work shall be in strict compliance with specifications and drawings. A firm-fixed price contract is contemplated. This action is being considered for 100 percent set-aside for HUBZone small business concerns. Interested HUBZone, small business concerns should contact the Contracting Officer, in writing, as early as possible, but not later than 10 calendar days of this notice. As a minimum, the following information is required: (a) copy of the certificate, issued by the SBA, of your qualifications as a HUBZone concern; (b) positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of the recent experience in work similar in type and scope, to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers; (d) evidence of bonding capability, to the maximum magnitude of the project, to include both single and aggregate totals. All the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor not being considered an interested HUBZone concern. If adequate interest is not received from HUBZone concerns, the solicitation will be issued as unrestricted without further notice. The applicable North American Industry Classification System (NAICS) code is 236220, with a small business size standard of $28,500,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. Past performance is considered equal to price. It is anticipated the solicitation will be issued electronically on or about 18 Jul 03, on the Federal Business Opportunities web page, at http://eps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Registration may take up to three weeks to process. While funds are not presently available within Air Mobility Command for this project, we anticipate funds will become available by 18 Nov 03. If current fiscal year (FY 03) funds become available, contract award will be made no later than 30 Sep 03. If FY 03 funds are not available, this project will be funded with FY 04 funds. We expect to have FY 04 funds by 18 Nov 03.
