- 03-R-1020 WEB-BASED PERIODICAL SYSTEM This RFQ is for the establishment of a four year requirements contract for a web-based index, abstract and full-text or full-image periodical system for Air Force libraries worldwide. (See Statement of Objectives) The initial base period is for 1 October 2003 to 30 December 2003. The base period of performance is 1 Oct 2003-30 Dec 2003 with four option years dating: (1) Jan-Dec 2004, (2) Jan- Dec 2005, (3) Jan-Dec 2006, and (4) Jan-Dec 2007. A draft Statement of Objectives is now posted. Please review and forward comments, questions, and concerns via email to Jaclyn.Mast@wpafb.af.mil for anticipated receipt not later than 1:00pm EST on 15 May 2003. Mr. Michael Higgins has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. According, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source solicitation process and, therefore, for routine matters on individual solicitations, please contact the buyer at the email address listed herein. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
