- Description
- Architect and Engineering services are required for The U.S. Department of Commerce (DOC) Headquarters at 1401 Constitution Ave, NW, Washington, DC 20230. Pursuant to FAR Part 19, this acquisition is 100% set-aside for small Business Concerns. The applicable NAICS Codes are 541310 and 541330. The resulting contract will be for a period of one year, with four (4) one-year options for renewal, at the discretion of the Contracting Officer. All services will be provided under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. Work will be ordered by issuance of firm fixed price or not-to-exceed type task orders. The maximum ordering limitation will be $5,000,000.00 for the life of the contract. Each task order will not exceed $500,000.00. The $5,000,000.00 maximum may be realized in a single year or spread out over the life of the contract including all option years. This is not a request for proposal. Joint ventures will be considered and will be evaluated based on past project experience working as a team to provide a quality design effort. All Architect and Engineering firms, which meet the requirements described in this announcement, are invited to submit a completed SF254 and SF255 no later than July 31, 2003. These forms may be accessed on the www.gsa.gov website, click the tenth bullet item under Federal Forms, then click SF Forms. Information on consultants, if applicable, must be included in the submittal. Full range of Architectural and Engineering (A/E) services including, but not limited to: project management; facility programming; planning; interior design; facility condition surveys; facility commissioning; project cost estimating; value engineering; development of various types of studies and analyses with recommendation of cost effective alternatives(including but not limited to: telecommunications, furnishing, security, historic preservation, financial feasibility, leased space options and impacts and constructibility); architectural and engineering design services; construction management and construction inspection services. The A/E shall provide the personnel, facilities, equipment and materials needed to support U.S. Department of Commerce in its responsibilities of conducting the A/E services in the areas listed about for the HCHB renovation (including existing building and associated new construction and leased space). Specific scope of work and services will be issued with each delivery order. Drawings, specifications, analyses, cost estimates studies, and schedules shall be provided in both electronic and hard copy formats fully compatible with U.S. Department of Commerce and GSA standard formats. Firms will be evaluated on the following criteria: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Past Performance of contracts with Government agencies that demonstrated A/E services that included buildings with similar historical and architectural design; specialized experience and technical competence in the type of work required; capacity to accomplish work in the required time; located within 40 miles of the U.S. Department of Commerce, HCHB Building in the Washington, D.C. Metro area.
