Description
This solicitation is a Request for Proposals for managing and monitoring USDA-NRCS identified easement sites. Work will consist of but is not limited to monitoring each site with work tasks such as maintaining contact with landowners, ensuring compliance with easement requirements, evaluation of restoration progress, determining what repairs or enhancements are needed, and preparing cost estimates and reports. Work will be performed in Western Iowa consisting of the following counties: Lyon, Osceola, Sioux, O'Brien, Plymouth, Cherokee, Woodbury, Monona, Harrison, and Pottawattamie, in the state of Iowa. Work will be performed between the base year period of September 1, 2003, through August 31, 2004, with an opportunity for the NRCS to exercise three (3) renewal option years. This project will be Performance Based with work to be completed in accordance with NRCS standards and specifications. Proposals from contractors will be evaluated on Technical Capability, Personnel Qualifications, Past Performance and Price. In addition to meeting all qualifications as will be specified in the Solicitation, successful respondents must register and meet the requirements to serve as an USDA Technical Service Provider (TSP) in the following categories, as funds allocated for TSP's are being utilized to fund the contract: Vegetative Land Stabilization; Wetlands (Interdisciplinary) Biological Components; and Wildlife and Fisheries.
