- This is the second of two sources sought notices requesting information needed by the Government prior to release of any potential solicitation. IF YOU RESPONDED TO THE FIRST SOURCES SOUGHT NOTICE THERE IS NO NEED TO RESPOND AGAIN. The Natural Resources Conservation Service (NRCS) is planning a Direct Conversion with Cost Comparison Study of soil mapping services in Washington County, Florida. This is the first of two sources sought notices requesting information needed by the Government prior to the release of any potential solicitation. Please read the entire synopsis. OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED IN THIS SYNOPSIS. This is NOT a request for proposal and in no way obligates the Government to award a contract. Major requirements for update mapping services include, but are not limited to: providing soil investigation, soil classification, soil correlation and soil mapping; developing map units and maintain official map unit legend; compile official field notes, soil profile sheets, field transect sheets and field sheets by map unit; and entering collected documentation into the National Soils Information System (NASIS). Government personnel currently provide these services. Prospective offerors are advised that a contract may or may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance of Government personnel. The North American Industry Classification System (NAICS) Code is 541370, Mapping and Surveying (except geophysical) Services. If you are interested in competing for this requirement, please indicate your interest by sending an e-mail (only) to Lynn F. Merrill at lynn.merrill@fl.usda.gov no later than April 26, 2003. All valid e-mail responses must provide the return e-mail address, mailing address, telephone number and facsimile number in the body of the response. Please include a brief description of your qualifications and capacity to perform this work. Responses without the forementioned information will not be recognized as valid. In addition, to assist with the planning of the acquisition strategy, please respond to the following questions based on NAICS 541370: (1) Is your business large or small? (2) If small, does your firm qualify as a small emergent business, a small disadvantaged business, a veteran owned business or a service-disabled veteran-owned small business? (3) If disadvantaged business, specify under which disadvantaged group, and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified Hubzone small business? (5) Is your firm a woman-owned small business? All PROSPECTIVE OFFERORS MUST USE E-MAIL TO RESPOND TO THIS SYNOPSIS. TELEPHONE AND FACSIMILE RESPONSES TO THIS SOURCES SOUGHT NOTICE WILL NOT BE ACCEPTED. The solicitation will be made available on the Federal business Opportunities site when it is released. It is anticipated that a solicitation will be released in late April, 2003. It is the responder's responsibility to provide an e-mail address that is current and valid through the time of notification. Any expected or actual changes to this address should be immediately sent to the Contracting Officer. The Government is not responsible for inability to deliver e-mail.
