Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is F23606-03-T-0008. This solicitation incorporates the provisions and clauses as those in effect through Federal Acquisition Circular 2001-14. The North American Industry Classification System (NAICS) code is 444190, Other Building Material Dealers, with a size standard of $6M. This requirement is a 100% small business set aside. This request is for a Brand name or Equal version of installed GarageTek panels, complete with trim, and shelves with optional accessories available to add to the Tek panels at a later date. The organization system is to allow reorganization of the accessories by the housing occupants without damage to the panels. The panels will be custom installed, complete with trim. The dimensions of the panels are 12” tall X 10’ 3” long with 4 slots per panel running the full length of the panel. The panels are to interlock and to be custom cut and fit. The panels are to be secured to the wall studs using powder coated Tek Panel screws. The panels are to be installed in thirty-five (35) garages located at Whiteman Air Force Base (AFB), Missouri on a garage wall with dimensions of 28’ long X 9’ high. Some walls may have exposed studs and some walls may have unfinished drywall. There are no windows or doors on the wall. The installation of the panels will include two (2) each of 4’ X 4’ shelves mounted 40” from the rafters in each garage (total of 70 shelves) on a different wall with the option for a housing occupant to adjust the shelves to a higher level or to lower shelves back down as needed. The shelves will have the weight capacity of 200 pounds each. Submit the price list of the optional accessories available for purchase at a later date. The occupants will be given two weeks notice prior to installation of the panels and shelves. The contractor shall provide transportation, labor, materials, equipment, fuel, and any other needed material for the purpose of this project. The project is to be completed within four (4) weeks after notification is given to the occupants, but no more than a total of eight (8) weeks after award. Contractor personnel and vehicles must possess appropriate passes. The passes shall be obtained from Security Forces, Pass and ID, at the Visitor Center, located at Whiteman AFB, MO Spirit Gate. The contractor is subject to all base fire, safety, security, and traffic regulations. The government contracts on the understanding that the contractor is complying with applicable laws concerning workplace safety. The contractor is subject to all citations and penalties for violation of applicable workplace safety laws. The burden of compliance rests with the contractor. Enforcement of workplace safety laws is the responsibility of the agency specified in the applicable law. The contracting officer may notify the contractor of hazards in contractor operations that endanger government personnel or property and require appropriate abatement action. This provision does not constitute assumption of liability for Occupational Safety and Health compliance on the part of the government or negate other agency responsibility for enforcement of applicable laws. Accident prevention principles must be thoroughly integrated into all operations. Unsafe conditions and practices, as identified by the contracting officer or designated representative, must be corrected immediately. Any and all debris generated by the contractor’s operations shall be removed from Whiteman AFB, MO. Disposal of all debris shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for any permit or fees associated with the use of off-base disposal locations. The contractor shall be liable for any loss, destruction or damage beyond normal wear and tear, and deterioration to government property, including vegetation and landscaping, resulting from contractor operations. Any damage to government or personal property will be repaired or replaced to the contracting officer’s satisfaction at contractor’s expense. All Federal Acquisition Regulation (FAR) clauses and provision referenced below may be reviewed and/or obtained from the Federal Acquisition Regulations web site at Internet address http://farsite.hill.af.mil/. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52.211-6, Brand Name or Equal. FAR 52.212-1, Instruction to Offerors – Commercial Items; FAR 52.212-2, Evaluation – Commercial Items. The Government will award a contract to this solicitation that will be most advantageous to the Government. Price is determining factor used to evaluate quotes. FAR 52.212-3, Offerors Representation and Certification – Commercial Items. Quotations shall be accompanied by a completed representations and certifications.
