Description
This is the first of two Sources Sought Notices requesting information needed by the Government prior to release of any potential solicitatiion. PLEASE READ THIS ENTIRE SYNOPSIS. OFFERS MUST RESPOND TO THE QUESTONS CONTAINED IN THIS SYNOPSIS. This is not a request for proposals and in no way obligates the Government to award a contract. The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) is planning a Direct Conversion with Cost Comparison Study of soil mapping updating services at NRCS offices located in New Jersey. These services are currently provided by Government personnel. Prospective offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. The North American Industry Classification System (NAICS) Code is 541370, "Surveying and Mapping (except Geophysical) Service". Certain tasks to be performed are listed below. The listing is incomplete. Full details of the work requirements will be in the Performance of Work Statement included as a part of the solicitation. The contractor shall review all existing material, in areas to be specified by NRCS, to identify landform condition changes, including any variations from the existing soil survey, resulting from events such as constuction, urbanization, forest clearing, or other land use changes that may have a significant impact on the types of soil mapped and the level of detail of mapping, to determine any changes in mapping in the existing soil survey. Remapping recommendations shall be prepared. On areas approved by NRCS, the contractor shall remap soil survey areas or make adjustments to mapping unit boundaries to better fit natural landform breaks, where necessary, on photographic image field sheets. Official field notes, soil profile sheets, field transect sheets, and remapping field sheets shall be compiled and analyzed by map unit, along with a summary to include interrelationships between soils, landscapes, and areas surveyed. After review and concurrence by NRCS, the contractor shall finalize all field notes to include but not be limited to, pedon descriptions and transect observations, using approved software, and the resulting files and databases. The finalized files and databases shall be submitted to NRCS for subsequent loading into the National Soils Information system (NASIS). Soil Scientists performing the work shall have a Bachelor of Science degree from an accredited university with a minimum of 15 hours of accredited soils courses and shall have knowledge of a wide range of technical aspects of a soil survey program, including soil classification, soil correlation, soil mapping, map compilation, application of soil taxonomy in classificatiion of soils, and interpreting the soils for many uses. Further qualifications, and other details, will be listed in the solicitation. (3) If you are a disadvantaged business, specify under which disadvantaged group, and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified Hubzone small business? (5) Is your firm a woman-owned small business? All prospective offerors must use email only to respond to this synopsis. Please provide a brief description of your qualifications and capcity to perform these services. No solicitation exists at this time. The solicitation will be made available on the Federal Business Opportunities site when it is released. a solicitation will be released on approximately April 30, 2003.
