- This acquisition is being offered for full and open competition subject to the North American Industry Classification Systems (NAICS) code 221112. Small Disadvantaged Businesses, Woman-Owned Small Businesses, Disabled Veteran Small Businesses, and HUBZone Certified Businesses are encouraged to participate. The project involves the supply of electrical services at F. E. Warren Air Force Base, WY. The contractor shall provide all labor, materials, tools, equipment and supervision necessary to supply and deliver firm uninterrupted electrical energy to meet the Government?s needs at F.E. Warren Air Force Base, WY that is in excess of Western Area Power Administration?s (WAPA) fixed allocation. The estimated requirement is for 2,000-6,000 MWh monthly, for an average yearly consumption of 30,000 MWh. Load profiles will be included in the solicitation package. The contractor must be able to enter WAPA's grid at any point acceptable to WAPA. A percentage of green power should be available for the government's use. Performance and payment bonds will be required. The performance period for the resultant utilities service contract awarded as a result of this solicitation is ten (10) years. This acquisition will be a firm fixed price for a period of 10 years. Renegotiation at the mid-point of the contract is being considered. Issue date for this solicitation is anticipated to be on or about 16 Jan 03, with a closing date of 19 Feb 03. This solicitation will be a Request for Proposal.
