Description
Dear Prospective Offeror: This DRAFT solicitation is for the Federal Asset Sales Personal Property Service (FAS) and is being released. In order to conduct this procurement most effectively, all notices and postings will be made at this location. Be sure you check the web site regularly for any updates and amendments to the solicitation. We suggest that you also bookmark the FAS website as it contains procurement information and other newsworthy items: http://egov.gsa.gov/, and click on Federal Asset Sales News. You may access information pertinent to the FAS schedule from this homepage. The FAS Personal Property solution provides participating Agencies the following services: Marketplaces both online and offline, Value Added Services both pre-sale and post-sale, Marketing of the FAS Personal Property Solution, Integration with government systems and Administration to meet the following objectives: (1) Make it easier to find and buy government assets, (2) Increase agencies net proceeds from asset sales, (3) Decrease agencies? expenses related to asset sales and procurement, (4) Improve the Personal Property Sales Process, (5) Accelerate asset disposal time. We are interested in receiving comment, suggestions, questions and feedback. Prospective vendors are not required to provide feedback on this draft solicitation; however, comments are very valuable to FAS. Comments should be sent electronically to kyle.turner@gsa.gov no later than COB July 15, 2003. Please note the follows revised acquisition schedule. Issue draft PWS in FedBizOpps: July 1, 2003, Comments from draft due from industry: July 15, 2003, Formal synopsis solicitation issued in FedBizOpps: August 18, 2003, Proposals DUE: September 15, 2003, Projected award date: October 27, 2003-----------------Industry Consideration 1. Agencies have expressed a desire to eliminate/minimize the need to pay up front, out-of-pocket expenses for any services related to FAS, instead paying for the services by having fees deducted from sales revenues or performance incentives. FAS solicit vendor comment on this issue. 2. FAS is interested in share in saving with the awardee. FAS believes that vendors operating costs should be built into this revenue share. 3. FAS would like offerors input on whether sales proceeds should be paid after each sales transaction or at monthly intervals. 4. Feedback on whether offerors pricing should be tied to the type (e.g. by Federal Supply Group) and condition of asset that will be sold, or whether vendors would prefer to offer a single price for all of its asset sales activities. 5. FAS objectives include having the offeror define performance measures to be used to evaluate its performance prior to contract award. Both parties shall agree to these performance measures prior to contract award. 6. FAS objectives include having offerors to develop and propose performance incentives related to benchmarks or a baseline and linked to the performance measures. 7. FAS objectives include having offerors develop and propose a quality assurance surveillance plan as part of its proposal. 8. FAS has decided upon a 2-year base period of performance, with three 2-year option periods. 9. FAS has identified a number of required capabilities and constraints of the Service Aggregator team and its solution. Please identify those limitations that pose an undue burden in proposing an innovation, efficient and cost effective solution. 10. FAS is interested in feedback on the reporting requirements included within this draft. 11. FAS is interested in feedback on the marketing of the awarded solution, including managing effective communication with Federal Agencies.
