Description
The Bureau of Reclamation (BOR) is seeking sources with the knowledge, skills, and capabilities to collect information needed to provide a more complete accounting of Colorado River water use. The objectives of this work are to identify, locate, record and store for future retrieval, wells that have the potential to pump water that will be replaced by water from the Colorado River and river pumps that pump directly from the surface stream. The principal activities of this program are to A) locate wells and river pumps to a high and reproducible level of accuracy, B) gather pertinent physical characteristics of the well and well site as needed to determine or "presume" if the well is indeed pumping water that will be replaced by water from the Colorado River and to assist in estimating water use and, and C) collect well or river pump ownership information for water use accounting, entitlement, and contract management purposes. A draft performance work statement is available upon request to interested parties for review and comment. Firms interested in participating in the above procurement are invited to submit a response to this request. Responses should clearly state the firm's name, address, telephone and fax numbers, and e-mail address. The capabilities package should include (1) the firm's knowledge, skills, and experience that would make them qualified and capable of accomplishing the above requirement should be addressed thoroughly in the form of a resume and/or curriculum vitae; (2) the qualifications of each team member expected to work on such a project; (3) an estimated cost, for budgeting purposes, to perform the work; and (4) an estimated schedule to perform. Information received through this notice may be utilized by the Government and is not to be construed as a commitment by the Government. This is not a request for proposals. No claim to the Government will be considered for the use of any information submitted as a result of this notice. In addition, interested parties responding to this notice shall bear all risk and expense of any resources used to provide the requested information. The information collected through this process is considered to be a determination of available private commercial sources as described by FAR 7.303. Requests for the draft performance work statement may be submitted by email to Amy Molnar at AMOLNAR@lc.usbr.gov or by fax at 702-293-8499. Qualification responses should be provided no later than 30 days from posted date to Isabelle Green at the same fax number and e-mail address as previously stated.
