- Description
- The Program Support Center on behalf of the Substance Abuse and Mental Health Services Administration (SAMSHA) intends to award a simplified acquisition on a sole source basis to John Bartlett, M.D., MPH. The basis for this requirement is to: Support the continued efforts of the executive director of the Forum on Performance Measures to implement common non-financial behavioral health performance and accountability measures in mental health and substance abuse prevention and treatment. Provide continued high level executive leadership coordination and technical support to the public-private sector coalition that was formed in March-2000, for implementing common non-financial behavioral health performance and accountability measures, adoption and improvement of the ?down payment? common measure sets already conceptualized, specified, and pilot tested during the first full year of the Forum?s existence. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. NO SOLICITATION WILL BE ISSUED. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION IS BASED UPON RESPONSES TO THIS NOTICE AND IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
