Description
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) is soliciting proposals for Knowledge Transfer and Application Support Contracts to develop and implement knowledge transfer and application strategies that maximize the impact of AHRQ health services research findings. It is expected that multiple awards (approximately 4) will be made under this requirement. At least one award will be set aside for small businesses, contingent upon submission of an acceptable technical and cost proposal and the Government determines it to be in their best interests to make such an award. The NAICS code is 541611 ($6.0 million). The contract period of performance is three (3) years with two(2) one-year options. Contracts will be performance based cost-plus-award-fee type. Transfer and application methods to be used include interactive computer, Web-based, and conventional meetings and stakeholder network-building programs, performance supports, research syntheses, and technical assistance based on comprehensive knowledge transfer and application strategies. The contractor shall develop and manage a registration system and collect participant fees via check and credit card. The Contractor shall also manage all logistical support for programs provided under this contract including travel, lodging, and meals for participants and presenters. Evaluation of the impact of the products and services provided is required. Sources must have an understanding of, and experience in, the practical application of knowledge transfer and application strategies and methods including diffusion of innovations theory, as well as the fields of health services research delivery of health care services and public policy making. In addition to the solicitation being available at this site, it will also only be available for downloading from the internet on AHRQ?s site at http://ahrq.gov. It is the offeror?s responsibility to monitor this site for release of the solicitation and any subsequent amendments. Potential offerors will be responsible for downloading their own copy of the solicitation and any subsequent amendments. Since it is not known who is downloading the solicitation, the bidders list will not be available. It is estimated that the solicitation will be issued on July 16, 2003, with proposals due September 16, 2003.
