Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis under the authority of FAR 13.106(b)(1), with Advanced Measurement Technology Inc., Oak Ridge Tennessee, a requirement for the following; (1) Octete-Plus with eight 450 mm2 Ultra-AS detectors, (2) Octete-Plus 8-unit Alpha spectrometer with Table-Top mounting enclosure, one each of all four sample trays and MAESTRO-32 Software, (3) Octete-Plus Sample Tray 3/4 inches and 1 inch, (4) 10Base2 to 10BaseT Hub with four 10BaseT connections and one 10Base2 connection with cables, tee connector, and 50-ohm terminator, (5) Vacuum Manifold Kit including connectors, clamps and hoses to connect 2 Octete-Plus systems to existing 3 Octete systems vacuum manifold. Advanced Measurement Technology Incorporated is the only producer of the Ortec OCTETE units that are 100 % compatible with existing alpha spectrometer data-handling algorithm system at NIST. The NIST written data handling software was specifically written to be compatible with the output format from the OCTETE system. Since establishing the NIST data handling process, data output formats from other alpha spectrometry systems manufacturers were studied and found non-compatible because other spectrometry systems will not allow full interchangeability of hardware and software components that NIST must have for continued operation. *** Delivery is required to be F.O.B. Origin and is required within 60 days after receipt of order. *** The Government anticipates the award of a fixed price purchase order. This notice of intent is not a request for competitive quotations and no solicitation package will be issued. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
