Description

The National Institute of Standards and Technology (NIST), Optical Technology Division (OTD) intends to modify an existing order for the XY electronics control upgrade of the Dilor XY800 Raman Spectrometer placed with the OEM, Jobin Yvon, Inc., on June 4, 2003. The spectrometer system is proprietary to Jobin Yvon, Inc. The purpose of the modification is to order SPEX CCD compatible detectors that are critical to upgrade the existing CCD controller currently in use at NIST. The existing system uses legacy ISA bus slots in the computer where communication boards are connected, including the communication card to the main electronics. ISA bus slots are no longer available on new computers resulting in a necessary upgrade of the control electronics to accommodate the higher bus speeds. The modification will be issued on a sole source basis under the authority of FAR 13.106-1(b) Only One Source Reasonably Available. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITION; no solicitation is available, however, interested parties may express, in writing, their interest and document their bona fide capability to fulfill the requirement NLT July 11, 2 PM EST. Such information will be reviewed to determine if it is necessary to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
